The current bond amount is $326,350.00 (split between public $185,270.00 and private $141,080.00). Thank you for the recent submittal of the Stormwater system video with as -built utility plan. The video appeared to show the pipes were installed properly. The existing road bond is split into two categories, public and private. The Private road bond amount can be reduced from $141,080.00 to $32,600 at this time. The public portion $ 185,270.00 can be reduced to $37,500.00 at this time. The total road bond amount for Willow Glen Phase 1 is $70,100.00 and No further reductions may occur for this road project prior to final acceptance. I have itemized the list to help facilitate adherence to the County requirements. Items in bold will need to be addressed prior road acceptance into the system: 1. Tests and Inspections: a. CBR test: i. Appear adequately addressed for the private portion of the project. b. Stone depth Inspections: i. Appear adequately addressed for the private portion of the project. c. Fill compaction reports: i. Appear adequately addressed for the private portion of the project. d. Pipe and drainage structure video inspection or equivalent: i. Appear adequately addressed for the private portion of the project. e. Base and surface pavement inspections, documenting materials, thickness and compaction: i. Appear adequately addressed for the private portion of the project. ii. Top coat is required for public section of project. f. Concrete tests: No concrete testing is required, but curbing is cracking in several locations and will need to be repaired. Albemarle County Community Development County Engineer letter Page 2 g. Structural and related inspections for any bridges and foundations: i. Not required, no bridges or foundations for roads on plans. 2. As -built plans and plats (refer to As -Built Road Plan Policy) a. Sign and date, and seal each sheet by a professional engineer or surveyor. Original signature is required, no photo copied signatures. b. Name and address of preparing firm: i. Has been provided on as -built utility plan. c. As -Built Label: i. Has been provided on as -built utility plan. d. Location of all proposed vs. Constructed items associated with the road construction must be shown. The items include, but are not limited to the following: i. Horizontal alignment: 1. Has been provided on as -built utility plan. ii. Vertical alignment: 1. Has been provided on as -built utility plan. iii. Edge of pavement: 1. Has been provided on as -built utility plan. iv. Culvert, pipes, and Drainage Structures: 1. Has been provided on as -built utility plan. v. Ditch Lines: 1. Not Applicable for this project review. vi. Drainage Easements: 1. Has been provided on as -built utility plan. vii. Guardrail: 1. Not Applicable for this project review. viii. Right -of -way and Associated Easements: 1. Has been provided on as -built utility plan. ix. Pavement Designs: 1. Has been provided on as -built utility plan. x. Street Trees: 1. 4 trees are missing on the private portion ( Templhof Court) 2. 3 trees are missing from the public portion (Shannon Glen Court) A. Signs: 1. Break -away hole are missing from one sign on Shannon Glen Court. 3. Bond Inspection: a. Completed Bond Inspection request form and fee will be required for resubmittal. b. Signed and sealed letter from a professional engineer listing and certifying the completed improvements are built according to approved plan will be required for resubmittal. The following is the additional punch list of deficient construction based on the site inspection from 9 October 2014: a. VDOT approval for public section of subdivision is required.
