Commissioner October 17, 2014 Ms. Rachel Falkenstein Senior Planner County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SUB -2014 -0011 I Wintergreen Farm Preliminary Plat Dear Ms. Falkenstein: We have reviewed the preliminary subdivision plat for the proposed Wintergreen Farm development dated 7/714 with revisions dated 9!22+`14 as submitted by Collins Engineering. Many of the review comments provided in letters dated 8120114 and 8122114 can be addressed during road plan design and review; however the following items should be further considered during the preliminary plat review: 1. The multiple connections in multiple directions standard to satisfy SSAR requirements has not been met with this submittal. Providing a strip of right -of -way does not satisfy the requirement, especially when the proposed strip of right -of -way does not extend to existing right -of -way. Furthermore, the proposed interconnection would be better served on a more direct route to minimize the length of travel through the adjoining neighborhood. 2. A typical section for Sunset Avenue should be provided to ensure that the GS4 design standard can be met within the proposed right -of -way. This includes not only the roadway, but also the shoulders and roadside ditches of the proposed section. The primary concern is not the right -of- way on the west side of Sunset Avenue. Rather, the concern is whether there is adequate right -of- way on the east side of Sunset Avenue to accommodate the required shoulder and roadside ditch sections.
