UeIizMwireless 1831 Rady Court Richmond, VA 23222 Contents • Introduction / Project Description • Site Photos • Antenna Specifications • Light Fixture Specifications INTRODUCTION / PROJECT DESCRIPTION TIER II PERSONAL WIRELESS SERVICE FACILITY VERIZON WIRELESS "CEDAR BLUFF" - PANORAMA FARMS LLC PROPERTY Proiect Description: Cellco Partnership, operating as Verizon Wireless, respectfully requests approval to allow installation of a Tier II Personal Wireless Service Facility ( "PWSF" or "facility ") on a parcel of land located at 400 Panorama Road and identified as Tax Map 45 - Parcel 1 (the "Property "). The Property contains 706.512 acres located in the Rio Magisterial District in Albemarle County. The proposed PWSF facility will be contained within a 3,998 square foot lease area on the Property. The site is located at an elevation of approximately 481.60 feet Above Mean Sea Level (AMSL). The proposed PWSF will include two (2) metal monopoles, with top heights of 110 feet above ground level (591 feet AMSL) that will each be fitted with three (3) flush - mounted antennas, a lightning rod up to two (2) feet in length and coaxial cables that will be run vertically inside the monopole. The ground -based equipment will consist of transmitters and radios that will be housed inside of a prefabricated equipment shelter measuring 12' x 20' x 10.5' (W x L x H), and a stand- alone diesel powered emergency back -up generator. The monopoles and antennas will be painted with Sherwin Williams Java Brown - 46090, which is a matte enamel color that has been previously approved as an appropriate color for Tier II facilities at other sites in Albemarle County. Network Obiectives: Verizon Wireless' goal is to provide seamless in- building, in -car and on- street coverage and the full range of voice and data services to existing and future customers. In doing so, Verizon Wireless has identified the particular area of Albemarle County around the South Fork Rivanna Reservoir as having inadequate coverage for all of the services that are to be provided. Therefore, a new Telecommunications Facility will be required in order to provide the full range of services to this area. Licensed Technoloeies And Impact on Proposed Facilitv's Desian: Verizon Wireless is licensed by the Federal Communications Commission (FCC) to provide state -of -the -art wireless communications services within Albemarle County. These licenses support the provision of various services in the form of its 1950 Mhz Personal Communication Service ( "PCS ") and 700 Mhz Long Term Evolution 4G Network ( "LTE ") for expanded data technologies that will be launched in 2011. In addition to these two licensed services, Verizon Wireless is also in the process of evaluating and upgrading 850 MHz Cellular Service ( "Cellular ") resources acquired as a result of a recent merger withAlltel. While all three of these technologies are being integrated into Verizon Wireless' using existing sites and facilities, certain areas have been identified which require new facilities to improve and provide coverage that meets Verizon Wireless' network objectives. Verizon Wireless PWSF Page 1 Cedar Bluff (Panorama Farm) Because the Cellular and LTE services utilize licensed frequencies bands that are close to one another in the wireless spectrum, no single antenna can support both technologies. Antennas for each of these services must be physically separated horizontally. Under Albemarle County's existing scheme for Tier II wireless facilities, alternatives for providing for both of these wireless technologies at one site are limited. Because of the height limitation imposed on monopoles under Tier II guidelines, vertically stacking two sets of flush - mounted antennas on a single monopole is impractical as the lower set of antennas would end up below the treetops, thus providing ineffective coverage due to the blockage of the signals. Separate antennas for the Cellular and LTE services could be mounted at the same height on a single monopole by use of a full- array, but this is not permitted under the Tier II guidelines. Therefore, Verizon Wireless must propose construction of two separate monopoles that will have to be spaced apart a minimum of 65 feet. This horizontal separation of the monopoles is necessary due to the fact that the signals from at least one antenna on each of the monopoles will be facing toward antennas on the other (as opposed to having a sectorized full -array mounting design that would allow all antennas to face outward in the same direction). Character of the Area: The Property is zoned Rural Areas (RA), and each of the surrounding properties share the same zoning designation. The proposed PWSF will not substantially impact the rural character of the area due to the fact that this site lies in a heavily wooded area that is well screened from nearby property lines. Access to the proposed PWSF will be provided from the northeastern side of the Property at the end of Panorama Road using an existing paved driveway that that heads west. The road will then split off to the south across an open field near the existin oss country track and into the tree line. The facility will be located approximate) 480 eet northwest of the nearest property line (shared with the South Fork Rivanna Reservoir) and approximately than 1,030 feet west of the nearest off - property dwelling unit (located on Tax Map 045AO- 03- 00- 011AO. No resources identified as avoidance areas in Section 3.1 (Definitions) of the zoning ordinance are present on the Property or within close enough proximity to be affected by this site. Compliance with Section 5.1.40 of the Zoning Ordinance: The County's specific design criteria for Tier II Facilities, set forth in Section 5.1.40(d), are addressed as follows: • 5.1.40(d)(1) - The facility shall comply with subsection 5.1.40(b) and subsections 5.1.40(c)(2) through (9). ♦ Subsection 5.1.40(b) 0 -5): The proposed PWSF will be in compliance with the Rural Areas setback regulations. All other area and bulk regulations and minimum yard requirements are met with this request. The site location meets the minimum required tower setback distance for both of the proposed monopoles, which is equal to 100% of the structures' heights from all parcel lines shared with adjoining lots. The attached site drawings, antenna and equipment specifications Verizon Wireless PWSF Page 2 Cedar Bluff (Panorama Farm) are being provided to demonstrate that the PWSF regulations and the relevant site plan requirements, set forth in Section 32 of the zoning ordinance, are met. Subsection 5.1.40(c)(2): The proposed monopoles will not require the installation of any guy wires, nor they be fitted with any whip antennas without receiving further approvals as may be required by the County. Grounding rods that comply with the County's size requirements will be attached at the top of each monopole. The proposed shelter containing ground equipment will have a single outdoor lighting fixture that will be operated by a timed motion sensor for security purposes, but it will only be used by Verizon Wireless' technical operations staff during times when maintenance of the facility is necessary. Verizon Wireless will ensure that the facility will be in full compliance with Section 4.17 of the zoning ordinance. Verizon Wireless also requests approval to enclose the shelter within a wood fence for the purposes of screening the site from nearby property lines and a dwelling that is currently being constructed on the Property. Subsection 5.1.40(c)(3): The proposed antenna configuration on each of the monopoles will consist of a single flush - mounted array with three panel antennas that will measure below the maximum allowable area of 1152 square inches. These antennas will be installed using "pipe- mounts" that will allow for any required amount of down- tilting without exceeding the County's maximum offset requirements for flush - mounts (12- inches maximum between the face of the monopole and the face of the antenna). All antennas will be painted the same dark brown color as the monopoles. Subsection 5.1.40(c)(4 and 5): Installation of the proposed PWSF and the extension of access from the existing road will require the removal of thirty (30) trees of measurable caliper and height, and some underbrush and briars within the tree line and wooded area surrounding the site. The largest of the trees to be removed is a 15" caliper 80'tall Oak that does not break through the top portion of the canopy provided by the taller trees surrounding this site. Additionally, none of the other trees to be removed are similar to the height of the proposed monopoles, nor would they be crucial in camouflaging the site from adjacent parcels and nearby roads. Verizon Wireless will contract with VanYahres Tree Company to provide a tree conservation plan prepared by a certified arborist. In order to ensure that there is no significant impact to any of the trees that are to remain, the conservation plan will be completed prior to the submittal of a building permit for this facility. Recommendations of the tree conservation plan will then be integrated into the construction process and followed on all portions of the Property that will be affected by construction of the proposed facility. Subsection 5.1.40(c)(6): Should use of the PWSF in this location become discontinued at anytime in the future, Verizon Wireless or its assignee(s) will be required to remove the facility within 90 days. ♦ Subsection 5.1.40(c)(7): Verizon Wireless shall submit an annual report updating the user status and equipment inventory of the facility in the required time period. Verizon Wireless PWSF Page 3 Cedar Bluff (Panorama Farm) �, ♦ Subsection 5.1.40(c)(8): No 2:1 or greater slopes will result from the construction of this facility. ♦ Subsection 5.1.40(c)(9): Verizon Wireless is proposing the installation of a wooden fence. Due to the proximity of this site to the nearby cross - country track, the proposed fencing will be surround the full extent of the lease area compound to prevent any safety issues that could result from trespassing on the site. Although the facility site is screened by existing vegetation on all sides, in the fall and winter the proposed fence will assist in screening views of the facility from the property owner's dwelling and any other dwellings on adjacent parcels. Therefore, citing the reasons stated above, the proposed fence will not be detrimental to the character of the area or the general welfare, safety and health of the surrounding properties and their residents. • Section 5.1.40(d)(2) - The proposed PWSF will be located in a heavily wooded area, and will require removal of thirty trees of measurable size. The remaining trees combined with fencing around the site will adequately screen the facility and provide camouflaging for the proposed monopoles as viewed from locations off of the Property. • Section 5.1.40(d)(3) - There are no open space resources designated for protection that will be adversely impacted by the proposed PWSF. • Section 5.1.40(d)(4) - Once constructed, Verizon Wireless' PWSF will be the only PWSF located on the Property, and there are no existing facilities located with 200 feet in either direction of this site. Thus, the two proposed monopoles will be the first two established within an area that is allowed to contain up to three Tier lI facilities by right. • Section 5.1.40(d)(5) - The proposed monopole will have a base diameter that is a maximum of 30 inches and a top diameter that is no more than 18 inches. • Section 5.1.40(d)(6) - Having the ability to extend above the tree tops will be key in assuring that Verizon Wireless is able to provide the optimal coverage across all three of the frequencies and technologies that the company is licensed to provide in Albemarle County. This is because the proposed low powered directional antennas are most effective when there is a line of sight between the transmitting antennas and receiving handsets or PC air cards. Therefore, Verizon Wireless is requesting permission to install two monopoles that will be up to 10 feet higher than the heights of two separate reference trees. This will be the only way to ensure the necessary separation of the required antennas from leaves and limbs that can reduce the effectiveness of these low powered radio signals. In this particular case, two separate reference trees have been identified: a 15 -inch caliper Hickory tree that is 100' tall; and a 22 -inch caliper Hickory tree that is 99' tall. This will allow the necessary height for the monopoles in addition to providing adequate space between the antennas to ensure that neither set of antennas will block or interfere with the other. Because the site is surrounded by several tall trees, the dark brown monopoles will appear as minor extensions above or at the treetop levels when viewed from locations outside of this large and heavily wooded parcel due to Verizon Wireless PWSF Page 4 Cedar Bluff (Panorama Farm) 0 the variations in topography and tree cover. The presence of two monopoles in this location at the proposed height of 110' will not have a material difference in any potential for adverse visual impacts than if they were only seven feet taller than the reference trees. Therefore the request to extend a maximum of 10 feet above the reference tree should be approved. • Section 5.1.40(d)(7) — Both monopoles and all six antennas will be painted Sherwin Williams Java Brown 46090. This is a color that has been applied to previously approved PWSF monopoles. The prefabricated shelter that will be installed at the facility has an exposed aggregate finish siding that is a natural brown earth -tone color. • Section 5.1.40(d)(8) - All coaxial cables and service lines running vertically from the transmitting equipment to the antennas will be located inside the monopoles. • Section 5.1.40(d)(9 -13) - Verizon Wireless has reviewed and understands all of the remaining criteria for Tier 11 Personal Wireless Service Facilities and will provide any additional information or assistance to ensure that these standards are met. Conclusion: Verizon Wireless is confident that the proposed Personal Wireless Service Facility meets the design criteria for approval of a Tier II facility and does not conflict with the goals and objectives of the County's Comprehensive Plan. Approval of this PWSF application will facilitate the expansion and upgrading of Verizon Wireless' existing personal communications system presently reliant on existing sites to the east. This proposed PWSF will provide residents in the area that lies south of Earlysville, as well as travelers on Earlysville Road (State Route743) and Woodlands Road (State Route 676), improved wireless communications service.
