Request for Planning Commission approval of the entrance location and changes associated with any modification of the entrance design or location as required by the conditions of the preliminary site plan (SDP 2008 — 154). Character of Property: The site is currently vacant. Factors Favorable: VDOT has approved the entrance location. The location is consistent with the plan considered with the Special use permit and preliminary site plan. The design offers the opportunity for consolidating entrances in the future. DA- RA -X Comp. Plan Designation: Rural Areas — preserve and protect agricultural, forestal, open space, and natural, historic and scenic resources/ density (0.5 unit/ acre in development lots) Use of Surrounding Property: Surrounding properties include the Crozet Moose Lodge, single - family residential and various commercial uses including convenience stores with gas stations. Factors Unfavorable: VDOT has not approved the final design. None of the design issues appear to be significant. Recommendation: Staff recommends that the Planning Commission determine that condition 8 of the Preliminary Site Plan approval has been satisfied. The condition is "Planning Commission approval of the entrance location and changes associated with any modification of the entrance design or location." STAFF PERSON: William D. Fritz, AICP PLANNING COMMISSION: August 9, 2011 AGENDA TITLE: SDP 2011— 43 Re- Store'n Station — Final Site Plan APPLICANT: Jeffries II LLC PROPERTY OWNER(S): Jeffries II LLC APPLICANT'S PROPOSAL: Construction of a 4,690 square foot, two (2) story commercial building (2,775 first floor retail and 1,915 second floor office) with gas pumps and associated parking COMPREHENSIVE PLAN: The Comprehensive Plan designates this property as Rural. REASON FOR PLANNING COMMISSION REVIEW: The preliminary site plan was approved with conditions (Attachment B). Condition 8 of the approval reads "Planning Commission approval of the entrance location and changes associated with any modification of the entrance design or location." PLANNING AND ZONING HISTORY: This project has a history that includes Architectural Review Board and Board of Zoning Appeals actions. The relevant site plan history is: SP 2009 -34 was approved by the Board of Supervisors on November 3, 2010. This allowed the use of more than 400 gallons of water per acre per day subject to conditions. SDP 2008 — 154 was approved by the Planning Commission on May 10, 2011. This was conditional approval of the preliminary site plan. DISCUSSION: The final site plan is still under review. In order for the final site plan to be approved, all of the conditions of preliminary approval must be satisfied. To date only conditions 3 (Albemarle County Building Official approval) and 5 (Fire and Rescue Division approval) have been satisfied. One of the conditions of approval reads "Planning Commission approval of the entrance location and changes associated with any modification of the entrance design or location." Staff recommended this condition because at the time of the Planning Commission review of the preliminary site plan the Virginia Department of Transportation had not determined if the entrance location shown was approvable based on Access Management Standards. VDOT reviewed and approved the location of the entrance subject to the provision of easements across the frontage of the property which would allow for access consolidation if development of adjacent properties were to occur. Those easements are shown on site plan and the applicant has provided notation regarding the provision and maintenance of the easements. This notation is satisfactory to the Virginia Department of Transportation. The notation states: Property owner(s) agree to convey a 25 foot wide access easement subject to a maintenance agreement approved by the County of Albemarle to insure maintenance of all improvements within the easement. The owner(s) of Tax Map 55B, Parcel 1 shall not be responsible for maintenance of areas A and B. Those properties having access to area C shall jointly maintain Area C. Maintenance responsibility of Area C shall be based on predicated usage. It is important to note that the provision of these easements does not obligate any adjacent property or any other property in the area to alter, modify or change in any way current access to Route 250. The provision of these easements puts in place alternatives for access. If, at any point in the future, redevelopment of adjacent properties were to occur without these easements it is likely that the Virginia Department of Transportation would deny development proposals that resulted in increased usage of existing entrances. These easements afford the opportunity for adjacent properties to make use of an improved entrance location. The Virginia Department of Transportation has provided comments on the design of the entrance (Attachment Q. These design comments do not require relocation or alteration of the entrance location and are specific only to the construction details of the entrance and associated improvements. The comments of the Virginia Department of Transportation are technical in nature and in staff opinion and do not require any action by the Planning Commission. The Virginia Department of Transportation comments must be addressed in order for the Virginia Department of Transportation to approve the plan and without Virginia Department of Transportation approval the final site plan cannot be signed [reference condition 7 of the preliminary site plan approval]. The condition of approval, "Planning Commission approval of the entrance location and changes associated with any modification of the entrance design or location ", was intended as a safeguard condition against the possibility that the entrance location would require alteration. Such an alteration could have had significant impacts on the site design. However, the entrance location is unchanged from the original proposal. The only additional impact to the site is the inclusion of easements which would allow for the construction of travelways parallel to Route 250 and ultimately allowing access to adjacent properties. RECOMMENDED ACTION: Staff recommends that the Planning Commission approve the entrance location and changes from the preliminary site plan associated with reservation of easements for access to adjoining parcels. The GS -2 Standard has a front ditch slope of 10 feet for the 55 mph section. The front ditch slope of 6 feet is adequate for the 45 mph section. 3. The GS -2 shoulder is 10 feet in total width with 8 feet of the shoulder paved. 4. The cut and fill slope for the GS -2 standard is a CS -4 type. 5. The 2 foot mill and overlay shown in the typical sections is in conflict with the adjacent lane mill and overlay requirement for the WP -2 standard. The mill and overlay shown on the typical sections should be in accordance with the WP -2 standard. 6. The typical curb section needs to show a CG -7 standard. 7. There needs to a relatively flat area behind the CG -7 at 2% sloping towards the curb that is 7.5 feet in width prior to the proposed 2:1 cut or fill slope. This area will accommodate the 22 foot clear zone from the edge of the through lane. 8. The proposed right turn lane needs to be 12 feet in width to the edge of the gutter pan, not the face of curb. 9. The typical pavement section should refer to notes 1, 2 and 3 in the WP -2 standard which describes the proper method for analyzing and designing the pavement structure. I would expect that the Route 250 pavement structure will contain a thicker section of asphalt concrete than the 5 inches that are shown in the typical. I recommend removing the layers shown altogether. Proposed Road Improvements Drawing: 1. The road plan will either need to show grading contours along the Route 250 widening or cross sections every 25 feet. 2. The grading from the proposed widening may require modifications to the drop inlet located 580 feet west of the centerline of the proposed entrance. The perpendicular 15" cmp will likely require modification if it is a field entrance. The pipe will need to be within the new ditch line. The cover over both of these culverts will also need to be reviewed for adequate depth and freeboard. 3. The driveway entrance 440 feet west of the proposed centerline of the entrance may need a culvert, unless it is at a crest, in the ditch line and the entrance will probably have to be graded for the widening. An entrance grade needs to be shown. 4. The driveway 290 feet west of the centerline will need the culvert relocated or replaced in the proposed ditch line. Adequate cover needs to be checked. An entrance grade needs to be shown. 5. The proposed extension of the 18 inch corrugated metal pipe 214 feet west of the entrance centerline will need to be closer to 20 feet instead of 10 to get to the proposed ditch line. There needs to be a note on the plan for the extension that a VDOT inspector will be contacted prior to extending and covering this culvert to ensure that the existing pipe is in good condition to allow for the extension. The cover on this pipe needs to be shown and the drainage calculation needs to be shown to ensure it meets the minimum standards. 6. 1 recommend continuing curb and gutter from the proposed entrance to the entrance to Freetown Lane. If you construct the ditch line to the typical section, you will be very close to the right of way line. 7. A driveway culvert will probably be needed under the Freetown Lane entrance. 8. It appears there are 3 commercial entrances and one field entrance to the east of the site that will need to be re- constructed or graded with the widening of the road. Culverts will need to be evaluated for each of these entrances. 9. You should show cross hatching on the plan where the mill and overlay is proposed for the WP -2 standard. Dimension and Striping Plan: 1. A striping plan denoting all pavement markings, types and colors of lines and materials needs to be shown in accordance with the MUTCD and the VDOT Road and Bridge Specifications. 2. The curb returns at the entrance need to be a minimum of 45 feet in accordance with table 4 -1 in appendix F of the VDOT Road Design Manual. The exiting radius of the curb and gutter can be less as long as the effective radius to the through lane is a minimum of 45 feet. 3. The angle break for the east through lane transition needs to occur at the eastern most point of the full width left turn lane. That will provide the 525 foot transition needed for the 45 mph speed. General: Drainage computations will be required in accordance with the VDOT Drainage Manual. 2. Show entrance profiles for all entrances within the proposed widening on the south side of the road. 3. The access easement is in the proper location. 4. A drainage easement to the outfall will be determined if needed when detailed road and drainage plans are submitted. 5. The note on the site plan for the access easements should be in accordance with the details previously sent from Bill Fritz at Albemarle County. Please let me know if you have any questions.
