Conceptual Plan and Justification — July 2, 2012
Name of School: Daylily Preschool
Teacher/Director: Elizabeth Claman
and teacher and possibly a teacher assistant
Teacher /Child Ratio: Six or Seven Children to One Teacher
Hours of Operation: 8:30am- 12:30pm
Ages of Children: 16 months -five years old
Maximum number of children: 20 children
Parents will park in the front of Mountain Plain Baptist Church at 8:30am
and parents will escort their children into the lower level of the Sunday
School Building. Children ages 16 months to 3 years old will then go to the
upper level classroom using the interior stairs. Children ages three to five
years old will remain in the lower level classroom.
Parents will park in the front of Mountain Plain Baptist Church at 12:30pm.
They will walk behind the preschool and pick up their children on the
outdoor playground or in their children's classrooms. The parents will escort
their children back to their vehicles.
Daylily Preschool will continue to play an essential role in the community
because it will prepare children socially, cognitively, and physically for
kindergarten. The children will still learn reading, art, math, science, and
social skills in a safe, nurturing environment. They will be actively involved
in small group learning centers and instruction on a daily basis. A reading
specialist will individualize instruction and implement the children's lessons
on a daily basis.
The intention is to continue to serve the children in the Western Albemarle
community. The school will still operate from an existing building with no
exterior building or parking lot changes planned. A preschool in Western
Albemarle helps reduce the traffic from the Crozet area to Charlottesville.

Parents will park in the front of Mountain Plain Baptist Church at 8:30am. They will escort their
children into the lower level of the Sunday School Building. Teachers will check children in once they
are inside the building.
Parents will park in the front of Mountain Plain Baptist Church at 12:30pm. They will walk behind the
preschool and pick up their children on the outdoor playground or walk inside their children's
classroom. Teachers will check the children out to their parents, guardians, or persons approved to pick
them up on the playground or inside the building. The parents will then escort their children back to
their vehicles. (Please see attached map)
Health Department
A health department representative determined that the water /sewer capacity for Daylily Preschool
would be twenty children and three adults or twenty one children and two adults.
Building Inspection
Jay Schlothauer inspected the Sunday School Building of Moutain Plain Baptist Church and
determined that the upstairs could be used if the stair enclosure was rebuilt as a one hour fire rated
shaft.
Fire and Rescue
The fire evacuation map and procedures have been updated for an increase in capacity for Daylily
Preschool. A fire inspection will occur before there is an increase in the number of children attending
the preschool. A portable fire extinguisher is readily available in the preschool for use when necessary.
People with disabilities will follow the same procedues for evacuation. There are no major fire hazards
associated with the normal use and occupancy of the building. All snack food served is prepackaged
and children bring cold lunches from home. The evacuation map and the fire safety plans have been
attached.

Procedures for Emergencies
Fire drills will be performed on a monthly basis. Tornado and Intruder drills will take place twice a
year. Building evacuation maps will be posted on the bulletin board in the classroom. Staff will review
the emergency evacuation plans annually.
Fire
1. Alarm sounds (whistle is blown or fire alarm is activated).
2. Teachers pick up First Aid Kit and file box (contains sign in record, children's contact info,
flashlight, cell phones, and emergency evacuation procedures).
3. Teachers will take attendance and check the classroom and bathrooms for any children before
leaving the building.
4. Teachers and children exit the building to designated location (a large oak tree in the rental
house's front yard). An alternate location is the fenced in playground.
5. Teachers take attendance to ensure everyone has made it safely out of the building.
6. Teachers will call 911 in the event of a real emergency.
7. In the event of an actual fire, teachers will contact WINA news station to report that Daylily
Preschool is closed. Children will need to be picked up as soon as possible, phone number is
434 - 977 -3030. Teachers will also call parents or emergency contacts.

Dear Ms. Claman:
On June 21, 2012, I visited Mountain Plain Baptist Church to evaluate the possibility of
expanding Daylily Preschool activities to include space on the upper floor. In my letter of June
27, 2009, preschool occupancy (Group E, with up to five children under the age of 2 -1/2 years)
had been limited to the lower floor.
The results of the June 21, 2012 evaluation are the same as those from 2009:
Fire Safety -42
Means of Egress -30
General Safety -36
The upper floor of the building, as is, is not approved for day -care use.
If two alterations are made to the existing structure, the resulting scores will fall within the
acceptable limits, and both floors of the building will be useable as a preschool (Group E).

The alterations are:
• Enclose the stairway connecting the first and second floors with walls of 1 -hour firerated
construction. 1 -hour firerated doors, with automatic closers and latches must be installed
at the top and bottom of these enclosed stairs. It has been determined that just providing
a firerated door at the bottom of the stairs would not affect the scores adequately.
• Install smoke detectors throughout the building. These smoke detectors must be
interconnected so that if smoke is detected at one device, alarms will sound at all of the
devices.
The information herein is intended to reflect the concerns of the Virginia Uniform Statewide
Building Code. Please continue contact with the Albemarle County Zoning Administrator's
office to verify compliance with the Albemarle County Zoning Ordinance.

Dear Mrs. Claman;
On February 10, 2010 the Albemarle County Board of Supervisors took action on SP #200900022 for a
private daycare /preschool for a maximum of 10 children located on TMP0570000000260 within the
existing Mountain Plain Baptist Church, but not affiliated with church. The property is located in the White
Hall Magisterial District. This special use permit was approved subject to the following conditions:
Development of the use shall be in accord with the conceptual plan titled "Special Use Permit
200900022 Daylily Preschool' prepared by the County of Albemarle, signed by the applicant and
dated December 4, 2009 (hereafter "Conceptual Plan "), as determined by the Director of Planning
and the Zoning Administrator. To be in accord with the Conceptual Plan, development shall
reflect the following major elements within the development essential to the design of the
development:
• location of buildings and preschool
• location of parking area and entrance to be used for the preschool
• relation of buildings and parking to the street,
as shown on the Coceptual Plan. Minor modifications to the plan which do not conflict with the
elements above may be made to ensure compliance with the Zoning Ordinance;
2. The maximum enrollment shall not exceed 10 children, without approval of an amendment to this
special use permit;
3. The hours of operation for the preschool shall not begin earlier than 8:00 A.M. and shall end not
later than 1:00 P.M. each day, Monday through Friday;
4. The use shall not operate without the required licensure by the Virginia Department of Social
Services, as required by Section 5.1.06 of the Zoning Ordinance; and
5. The building shall be accessible for the Albemarle County fire official to allow periodic
inspections of the premises, at his /her discretion.
Please be advised that although the Albemarle County Board of Supervisors took action on the
project noted above, no uses on the property as approved above may lawfully begin until all
applicable approvals have been received and conditions have been met. This includes:
• compliance with conditions of the SPECIAL USE PERMIT; and
• approval of a ZONING COMPLIANCE CLEARANCE.
In the event that the use, structure or activity for which this special use permit is issued is not commenced
within twenty -four (24) months from the date of Board approval, it shall be deemed abandoned and the
permit terminated. The term "commenced" means 'construction of any structure necessary to the use of
the permit."
