The festival will be held on the mountaintop of Monticello. The goal of this operations plan is to ensure that the 2012 festival remains engaging to the community, guest friendly to all attendees, and operationally sound and efficient, while remaining sensitive to a delicate and historical location. The plan contains the following core elements, each crucial to the ultimate success of the Festival: - Ticketing - Parking - Transportation - Vendor Operations - Visitor Flow - Communication - Safety and Security -The "regular" visitor experience - Staffing At this point, the plan is a working document and will be updated as the Festival evolves into its final form. Parking At PVCC Lots 3 and 4 at PVCC have been secured for the Heritage Harvest Festival visitors. Approximately 1000 vehicles can be parked in these lots. To effectively use these lots and reduce the strain on Monticello parking locations, the following requirements must be met: • Ample, noticeable signage will be placed on Rt. 20 directing drivers to the open lot. Advance ticket buyers have been notified to follow signs. • At 12:00 pm, Lot 2 at PVCC will be open to park additional cars (can fit approximately 200). • All advanced HHF ticket buyers will be directed to park at PVCC. o Advance communication (website, ads, HHF materials) will detail PVCC parking. • The need for overflow parking predicted in advance and traffic rerouted to prior to capacity being exceeded. At Monticello High School • Staff and vendors will be required to park at Monticello High School • Shuttles will take these people to the Visitors Center and Mountaintop all day (from 7:00 a.m. — 7:00 p.m.) • Vendor volunteers must buy a ticket to the Festival. A ticketing station will be at Monticello High School for those who need to buy tickets. Jefferson's Gravesite Field Heritage Harvest Festival vendors, exhibitors, staff, and presenters Kenwood PVCC /MHS overflow (if needed) Heidi Schubel — updated 8/29/2012 Visitor Center Parkins Lot Regular Monticello visitors Festival attendees who do not heed the advice to park at PVCC /MHS III. Transportation PVCC: 15 CTS school buses and 2 accessible buses MHS: 2 CTS school buses Jefferson's Gravesite Field: Golf carts to be used as needed Monticello Visitors Center: TJF Shuttles MHS buses with staff and volunteers will come in through main gate, drop off at road above bus boarding, and drop off at gravesite. There will be no TJF pick up at the gravesite this day. Visitors who parked at PVCC are dropped off /picked up at lower road break in the hedge. Buses will be designated to bring workshop participants to workshops to VC via signage and based . on demand throughout the day. Visitors with disabilities will be shuttled from their location and dropped off /picked up at the East Walk — East Walk staff to communicate to _ and coordinate bus pickup. IV. Ticketing - Advance ticket sales for the Festival will be available on the Monticello website, at Group reservations, and in person at the Dominion Welcome Pavilion. Advance tickets will be available at a discounted rate. -Day of event tickets will be available at PVCC, MHS, and the Ticket Office. - Tickets at PVCC will only be for HHF admission. Visitors interested in taking House Tours should be directed to buy their tour tickets at the remote ticketing station on the mountaintop. - Tickets at MHS will be for vendor assistants. This group has been told that tickets are required, and those vendors who bring more than their allotment will have to buy tickets to get onto the bus. -All tickets will be sold through the VISTA ticketing system and sold directly from the VISTA inventory. - Credit card and cash ticket sales will be available on the day of event. - Ticket prices for the HHF are: -$10 for adults in advance, $15 at the door -$8 for youth (6 -11) in advance, _ day of? - Family pass in advance $32 for 2 adults and 2 youth tickets (only available for advance sales) - Upgrade of HHF ticket to include House tour— available at remote ticketing location at mountaintop V. The directory of phone numbers and list of walkie- talkies is attached as an appendix. Communication coordination will be overseen and coordinated by_. VII. Safety and Security The Safety and Security Administrator will coordinate all safety and security measures, to include staffing and direction of security and safety personnel, emergency crew, and law enforcement coordination, and emergency procedures. Money drops from the remote ticketing locations will be coordinated by the Safety and Security Administrator. To be at each site at 11:00 am, 1:00 pm, and 5:00 pm. VIII. The "Regular" Visitor Experience Many visitors will arrive at Monticello on the day of the HHF not knowing or expecting that any festival or special event is taking place. Our goal is to provide as near a normal experience as possible to these guests while making them feel inclusive in the Festival itself. To this end, the following will take place: Regular visitors will be provided parking spaces in the Visitor Center parking lot; spaces and lots will be reserved, based on past attendance for this Saturday, in the Visitor Center and designated for regular visitors only. The Visitor Center and its components will be open for regular operations, on a regular schedule. Regular visitors will be ticketed at the Dominion Welcome Pavilion. The general admission ticket will allow visitors to participate in all non - premium events of the HHF. Regular visitors will be provided standard tickets with tour times printed on the ticket. Tickets will be checked at the shuttle bus boarding area and at the East Walk.. A House guide will be stationed at the East Portico to ensure that visitors without timed tickets cannot enter the House tour. The shuttle bus stops at the VC and East Walk will not change: There will not be a bus stop at the cemetery on this day. Garden tours and Plantation Community tours will be offered at their standard times, although routes for each tour may be slightly altered. Garden tours.will be offered from 10:15 —4:15. VS staff will be staffed according to normal procedures to accommodate regular visitors. IX. Staff Training Two staff training and orientation sessions will be held in the VC classrooms, on September 14 at 8:00 a.m. and 5:00 p.m. The session will last thirty minutes and include the following: • General training about the event Heidi Schubel — updated 8/29/2012 • Specific, location /duty training Thursday, September 13 Evening HHF signs to be put in washroom for events to set up on Friday afternoon Friday, September 14 — HHF Programming & Grand Preview Dinner Before 9 am VS to post signs in Ticket Office: Last film in theater at 3:00 9 am — 6 pm Pre- festival workshops /programming in Woodland Pavilion and Smith Center classroom spaces. Security to monitor parking. No car should gain access without a parking pass. VS to meet at gravesite (Trillian). 7:00 am VS and volunteers report to check in at PVCC. VS to track all ticket sales + zip codes + # of people per transaction 8:00 am GA festival parking available to public at PVCC. 8:00 am Security and VS stationed at internal gate and at roundabout /bus parking. -At internal gate: only cars with parking pass to be let through; only one car per pass (Security) -At roundabout: only speaker, combo ticket holders and day house visitors are allowed to park at VC. Please direct all others to PVCC (General admission guests) or Monticello High School (volunteers, speaker assistants /family /friends). Communicate to VS /Security at the bottom of bus parking the cars that need to leave. -At bottom of bus parking: Security to ensure that the rejected cars actually vacate and head to MHS or PVCC. 8:30 am Ticket Office prints list of premium ticketed workshops not sold out and gives to Emily. 8:30 am Ticket sales begin at PVCC and Monticello HS 8:50 am First bus leaves from PVCC and MHS for mountaintop/VC. Monticello recently went through a rezoning process to allow special events at Monticello and Montalto. With approval of their rezoning, they have the following requirement according to the Monticello Historic District zoning regulations: 11.5 STANDARDS OF OPERATION All uses authorized by section 11.3.1(1)(e), 11.3.1(2), or 11.3.1(27) shall be conducted in accordance with the requirements of an approved traffic management plan on file with the department of community development, which may be reviewed on an annual basis at the discretion of the zoning administrator or county engineer, or the request of the owner. Private road and travelway access must meet standards approved by the planning commission upon the recommendation of the county engineer.
