Nelson Street Lexington, Virginia 29464 RE: SDP - 2012 -042 Edenbrook Park- Preliminary Site Plan Mr. Orrison: The Department of Community Development hereby grants administrative approval to the above referenced site plan. The approval of the preliminary site plan is valid for (1) one year in accordance with Section 32.4.3.1 of Chapter 18 of the Albemarle County Code. Therefore, the preliminary approval shall expire on November 28, 2013. If the preliminary site plan approval expires, a new application must be filed and processed. Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies to the Department of Community Development. This letter must be submitted with the tentative plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative plan will be denied. Erosion and Sediment Control, BMP Stormwater Management, and road plans with the associated applications and fees must also be submitted with the eight (8) tentative Plans. Once the tentative plan is submitted and reviewed you will receive comments from all departments /divisions /agencies that have made comment on the tentative plan. Any further responses must be made directly to each department /division /agency that has further comment. After all aforementioned departments /divisions /agencies have granted a tentative approval, you must verify with the Planner that you may submit the final mylars (2 sets), two paper copies, the final site plan application, and final site plan fee to the Department of Community Development. Signing of the plans will occur within one week once it is determined that the final site plan mylars reflect all tentative approvals. The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in addition to the following conditions. The Department of Community Development shall not accept submittal of the final site plan for signature until tentative approvals for the following conditions have been obtained: Planning Services approval to include: 1. Meet all the requirements in Chapter 18 Section 32 for final site plans, including landscape plans, and lighting plans. 2. Architectural Review Board submittal and approval. Engineering approval to include: 1. The plan must meet all engineering requirements of the Water Protection, Subdivision, and Zoning Ordinances in addition to all engineering standards detailed in the County's Design Manual. 2. All comments addressed in attached comment letter dated October 17, 2012. Please contact Michael Koslow at 296 -5832 if you have questions or require additional information. Albemarle County Service Authority approval to include: 1. RWSA capacity certification will be required. 2. Approval of utility construction plans. 3. Offsite sewer shown on final site plan 4. The road names of'Irick Road' and'Kimbrell Road' are technically available however there is potential for the road name of'Irick Road' to easily be misspelled/communicated for emergency services. Noted in the letter is the desire to finalize different road names. Please contact this office when ready to discuss different road name(s) for this project. F.D.0 locations shall be moved to the street side of the buildings for better access. F.D.C. shall be within 50 ft of a hydrant. Please contact Robbie Gilmer at 296 -5833 if you have questions or require additional information. VDOT approval to include: 1. Manholes should be relocated outside of the pavement. 2. VDOT Road Design Manual F -84 requires a 50' entrance length where back out parking may interfere with entry movement, such as with entrances 1 and 3 on Kimbrell Road. 3. Curb extensions/bump outs should have a minimum length of 40' according to VDOT Road Design Manual B1 -49. 4. Crest and sag vertical curves require minimum k values of 12 and 26, respectively. 5. Show stopping sight distances on road profiles. A minimum stopping sight distance of 155' is required for 25mph roads according to VDOT Road Design Manual F -34.
