No, he does not need to submit anything now to us right now. We know they can do what they need to do and we can
give approval on that basis. They can just submit the plans to us and apply before they begin the work on the septic
system.

Bill,
From my end of the stick I believe the plan is almost ready to be approved, however I need to assure the project
receives HD approval.
As a requirement of the Special Use Permit from 2008 the applicant is required to "receive Health Department
approval' before the County can approve the site plan.
Everything in the email below signifies approval, except the part about protecting the distribution box and the
HD requiring submission of an application/permit package from a private soil consultant.
Does the applicant need to submit the application prior to receiving approval by the HD? What is required
before the HD can approve?

Chris,
I apologize for my delay in responding.
Yes, the septic tank is I the rear and the sewage is pumped to the front where the drainfield is located. They are paving
over part of the drainfield with construction that meets health department regulations regarding that. The one area of
concern as I spoke with the architect, was with protection of the distribution box and outgoing feeder pipes. For this,
the health department will require submission of a application /permit package from a private soils consultant or
engineer with plans to show the modification to this existing distribution box.

I'm back on the case and reviewing the First Baptist Church of Covesville site plan. I received a call from you
last week saying you are ok with the revised proposal for the septic for the site ... I need something of the sort
from you in writing for the file. Give me a call if you have any questions b4 moving forward.
Evidently the previous intel they had for the location of the septic to be in the rear of the lot was incorrect, and
they are going with their initial location of the septic being to the front of the lot ... with that said, they are re-
proposing to put some parking over the septic system as previously requested. Attached I have provided the
drawing they provided me to show this.
Again, I'm looking for something in writing from the HD which states that this is appropriate.

Ron,
This email is a follow up to our phone discussion from 8 -22 -12 about the existing septic drainfield locations for
the First Baptist Church of Covesville — SDP201000031. From our discussion it is clear that you believe
based on information for your new septic system contractor that the location of the church's existing drainfield
is not truly located where shown in the 2010 SP plan (under the proposed parking for the site) but rather to the
rear of the property nowhere near the proposed parking.
After having reviewed the Special Use Permit files and Final Site Plan files this new information does not
change the SP approval letter's requirement to gain Health Department approval prior to final site plan
approval. As previously requested in the comment letter per SP condition #4 you will need to gain Health
Department approval prior to final site plan approval.
If you have already received HD approval, please provide the approval to me for consideration/review. If you
have not already received their approval either work with Bill Craun of the Health Department directly to gain
this approval, or provide me the most recent septic information and I can forward it to the HD for their review.
The HD will need to verify that this is in fact the true location of the existing system and that it will not be
impacted by the proposed parking for the site and that the existing drainfields will be adequate to accommodate
the existing building and the addition.
