ARB- 2010 - 72: Tigskinz Sign - Certificate of Appropriateness for a Sign (Tax Map 61, Parcel 120P)
Proposal: To install a new non - illuminated wall panel sign.
The applicant was not in attendance so the review of this item was deferred to the next meeting.
ARB- 2010 =76: Town .& Country Shopping Center — Preliminary Review of a Site Development Plan
(Tax Map.78, Parcel 9C)
Proposal: To construct an 80' x 160' multi - tenant retail building and parking lot with 69 spaces. Site
access is provided by easements to the north and west from Town and Country Lane. A retaining wall,
approximately 220' long with a maximum height of 7.4', proposed adjacent to the rear, southwest (EC)
and side, southeast elevations.
The ARB provided the following comments on the preliminary site development plan to be addressed in
the applicant's next submittal:

1. Revise the size and shape of the cornice above each of the four corner towers so it has a more
coordinated and proportionate appearance with the structure below and the architecture of the entire
building. Provide a roof plan. Revise the proposal to show green metal panels in the sign band area of
the EC faeade as shown in the rendering provided with the original submission. With your next
submission, provide samples of proposed building materials /colors.
2. Revise the rear, southwest elevation (facing the EC) to reduce the appearance of blankness with the
addition of windows and glass entry doors. Replace the stucco material proposed below the arched
roof with glass.
3. Revise the landscape plan to include planting to mitigate views of the loading area on the east side of
the building. Revise the design of the dumpster enclosure to include gates and provide a color for the
fence and gate; a dark earth tone color would be appropriate. Revise all applicable drawings to
indicate the location and method of concealment for all proposed mechanical equipment. Provide site
sections demonstrating the lack of visibility of all proposed. rooftop equipment from all sections of the
Route 250E Pantops LC.
4. Revise the photometric plan by extending the footcandle readings out to zero on the EC side of die
site.
5. Provide cutsheets, on full size sheets inserted in the site plan package, for all proposed site and
exterior building lighting. Revise the photometric plan to:
• Include the following note:
Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a
fish culgff luminaire. The spillover of lighting from luminaires onto public roads and property in
residential or rural areas zoning districts shall not exceed one -half footcandle.
• Indicate the location of the freestanding monument sign, the location of proposed lighting, if any,
and the fixture cutsheet.
o Revise the luminaire schedule to:
o Show a lighting maintenance factor of 1.0 for all proposed lighting.
o Indicate a zero degree of tilt for all pole lighting.
6. Revise the photometric plan to include the proposed colors for all site fixtures/poles and building
lighting; dark brown, bronze or black are appropriate.
7. Revise the luminaire schedule to include the height of all proposed site lighting. Revise the building
elevation drawings to show the location of all proposed lighting.
8. Revise the Landscape Plan to show the proposed Pyramidal European Hornbeam frontage trees 35'
on center with a minimum caliper of 3.5 ". Revise the proposal to include ornamental trees
interspersed amongst these trees with shrubs, 24" minimum at planting, to integrate the EC elevation
with the site and soften the appearance of the long EC elevation. Revise the Landscape Plan to
identify the location of the Vepco /Centel /ACSA variable width utility easement. Provide evidence
that all proposed plantings are permitted in the easement or increase the planting area to
accommodate the required plantings. Revise the Landscape Plan to include the following note All site
plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the
topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the
overall health of the plant. Revise the location of the Pyramidal European Hornbeam at the northwest
corner of the building to avoid conflict with the adjacent underground utility. Revise the location of
the unidentified tree along the northern edge of the parking lot to avoid conflict with the adjacent
sanitary service.
9. Revise the landscape plan to show the proposed trees along the perimeter of the parking lot at 40'
spacing maximum with 2.5" calipers. Increase the number of interior parking lot trees to the required

compact holly would be a good example. Revise the Landscape Schedule to indicate a minimum
planting size of 24" for all shrubs: Revise the Landscape Plan by:
• Correctly labeling the shrubs mislabeled as LittlelLeaf Linden trees (TC).
• Show the location of the proposed Compact Pfitzer Juniper.

• Identifying the proposed ground cover between the EC and the building.
• Indentifying the shrubs at the north end of the parking lot adjacent to the dumpster enclosure
• Indentifying the single shrub shown on the north side of the parking lot entrance from
Guadalajara.
• Revising the label for the single Littleleaf Linden tree shown along the eastern edge of the
parking lot as 1 tree.
10. Highlight the connection of the sidewalk from the EC along the west fagade.
11. With your next submission, provide a complete sign package including sign type, dimensions,
materials, method of attachment, colors and type of illumination, if any, for all visible building
signage. Revise the wall sign proposal by eliminating the sign proposed directly beneath the arched
roof and reducing the width of the sign below it so as not to overcrowd the sign band.
12. With your next submission, provide a complete sign package including sign type, dimensions,
materials, colors and type of illumination, if any, for the proposed freestanding monument sign.
Revise the Landscape Plan to show the location of the proposed freestanding sign. Provide ground
cover and shrubs to integrate the structure with the overall site landscape. Include the method of
lighting proposed, if any, in the sign package. Indicate the location of external lighting and include a
cutsheet of the fixture. Include the following note if LED lighting is proposed:
The level of illumination provided by the LED lights will not exceed the illumination produced by a
single stroke of 30 millianap (rna) neon.
13. Provide a series of illustrations depicting the view of the .building from various vantage points
traveling west on the Entrance Corridor.
OTHER BUSINESS
Proposed site plan and subdivision review process changes: Bill Fritz
Mr. Fritz explained the proposed site plan and subdivision review process changes. The ARB had the
following comments:
1. The ARB agrees that staff should proceed on this recommendation.
2. There is some process that could allow for early grading, but you can't create design standards to
specify appropriate building location for every situation. The ARB review includes some level of
subjectivity. Building location and site access /egress will be�needed for review.
3. An ARB staff person should be a regular member of the SRC to provide guidance.
4. All county (public) buildings should be subject to ARB review.
5. Reject, without review, incomplete applications.
6. Make an "approved project" manual available for applicant review.
ARB- 2010 -82: Mattress Warehouse Sign: Size
Ms. Brennan showed the ARB members the proposed sign for the Mattress Warehouse and asked for
direction regarding the proposed size. In consensus, the ARB stated that the sign is over- scaled and it
shouldn't exceed the height of the music sign.
