Re: Engineering Comments regarding Old Trail Village Block 14 (SUB2012- 00103) —
Request for Authorization of a Private Street, and Waiver of Curb and Gutter Requirements
along the Private Street
Regarding the Request letter dated October 9, 2012, engineering division offers the following
comments and recommendations:
The request for authorization of private streets cites Albemarle County Subdivision Ordinance Section
14- 233.A.1.(iii). Analysis of each subsection of the ordinance follows:
(i) the subdivision would have a streetscape more consistent with
the neighborhood model;
The proposed private streets would not contribute to a streetscape more consistent with the
neighborhood model; street trees would be eliminated due to elimination of planting strips for proposed
Meadow Valley Circle and Claire Mill Circle. Additional features of the neighborhood model which
are proposed to be eliminated include street trees, planting strips, sidewalks, gutter pans, and on- street
parking.
(ii) the subdivision design would allow it to better achieve the
density goals of the comprehensive plan;
The subdivision design would allow it to better achieve the density goals of the comprehensive plan.
Waiving the requirement for a planting strip and sidewalk for above roads saves space, allowing for
denser development.
(iii)rear vehicular access to buildings would be provided so that the
buildings may face a common amenity
This is unclear for lots 8 -13. With only one access the designation of front or rear with regard to
parking is not meaningful. It should be noted that a proffered overlot grading requirement applies to
this project and that the final plans would confirm the proposed driveway locations. However, it
appears that Lots 8 -13 could front the proposed open space grass mall (a common amenity) and include
rear vehicular access.

(iv) a significant environmental resource would be protected
A significant environmental resource would not be protected; the proposed reconfiguration for Block
14 proposes clearing of the entire block. This would be the case with or without the waiver. There are
no existing critical slopes or streams within the project area.
The letter also requests a waiver of the street standards and a waiver of curb and gutter requirements
for Meadow Valley Circle and Clair Mill Circle. Correspondence since the letter indicates the
applicant has changed design intent and included with preliminary plat dated 5 December 2012, the
proposed Meadow Valley Circle and Clair Mill Circle. Engineering recommends approval of these
waivers with two conditions:
1) all park- facing houses have sidewalk frontage for enhanced ADA accessibility
2) proposed private streets are crowned as shown on Typical Neighborhood Street Section on sheet 6 of
preliminary subdivision plat dated 12/5/2012 and include curb inlet drainage. The following language
in the letter:
The design of these private streets will also be consistent with the other private streets and alleys
within Old Trail, which do not have curb and gutter and allow the drainage to flow to the center of the
roadways and collected with drop inlet structures
