Dept. of Building Code and Zoning Services
Attn: Stewart Wright

Reference: ECS Mid - Atlantic, LLC Branch Office — Charlottesville, Virginia
Dear Mr. Wright:
ECS is a engineering consulting firm that specializes in the related fields of
geotechnical, environmental, and construction materials engineering. We are currently
moving our branch office to 4004 Hunterstand Court, Suite 102 in. Albemarle County.
Our activities consist primarily of the preparation of field inspection reports and
construction materials testing. This building is a light industrial zoned area. We
understand that in order to obtain a zoning clearance, we need to address our
operations and how they meet the Performance Standards for Industrial Areas as
outlined in Section 4.14 of the Zoning Ordinance.
Noise
Our operation will not create sound or impact noise levels in excess of the values
specified in section 4.14.1. We do not plan to install any pieces of equipment that will
emanate noise outside of the building.
Vibration
Detectable earthborn vibrations will not be produced outside of the building.
Glare
Our operation is completely contained within the building. The interior lighting
associated with this operation does not produce glare that is visible beyond the lot line.
There will not be any combustion or welding performed as part of our business
operation.
Air Pollution
There will be no emission of smoke, odor or gaseous pollutants.

Water Pollution
No industrial liquid wastes will be generated by this operation. Our operation does not
represent a hazard to water quality.
Radioactivity
The nature of our work requires the use of nuclear density gauges to test soil
compaction. These gauges will be stored on site and used on various construction sites
within the local area. ECS Mid - Atlantic, LLC is licensed by the Nuclear Regulatory
Commission. As a condition to licensure, the NRC may inspect the premises at any
time to ensure that the gauges are being stored in a manner that conforms to their
regulations.
Electrical Interference
Daily operation does not require any equipment that would generate electrical
disturbances that would adversely affect the operation of equipment on any other lot of
premises.
Please feel free to contact me at (434) 973 -3232 if you have any further questions or
concerns.
Respectfully,
ECS Mid - Atlantic, LLC

Certified Engineer's Report Compliance Review
Zoning Ordinance section 18 -4.14
Project: CLE2013 -00042 Engineering Consulting Services
Mid- Atlantic, LLC
Report Revision Date: 4 March 2013
Certifying Engineer (required): Michael Koslow
Reviewing Engineer:
Overall Level of (Level of Compliance
Compliance B corresponds to the lowest
score on any standard)
Comments:
Recommend applicant provides a license # for their Nuclear Regulatory Commission for
reference.
Key to Grades:
A: Full Compliance: The use does not _generate discharge, noise, vibration, etc. Or, the physical
conditions (distance, barriers) assure compliance with the standards indefinitely. Approval is
recommended.
B. Monitored Compliance: This use has the potential to exceed the standards. Preventive and
mitigating measures are proposed which will achieve compliance but require maintenance, such
as fences, shields, vegetation, drains, recycling, oil separators, filters, mufflers, etc. Approval is
recommended with conditions for maintenance and periodic inspection or reporting. Compliance
is likely, with occasional instances of non - compliance.
C. Tentative Compliance: This use has the potential to exceed the standards. Only operational
methods are proposed to address concerns, such as limited hours of business, working inside
only, keeping gates operational, machines turned off, uses on a particular corner of the site, etc.
In other words, compliance is based on a promise of good behavior. Careful consideration is
recommended as this may place a policing burden on the neighbors and County staff. Strict
conditions should be placed on any approvals if possible. Compliance is possible, but instances
of non - compliance will likely occur.
D. Non - compliance: It is likely that the standards will be exceeded. This is not recommended for
approval.
E. Not enough information: The report was insufficient, and it should be completed or revised.
