RE: SP 2012 -030 Peabody School
Dear Ms. McCulley,
Thank you for the opportunity to respond to your questions generated from the December
17 Peabody School re- submittal application. This letter addresses the questions and comments
that were raised in the January 2, 2013 letter of feedback. Specifically:
• As advised, Peabody School conducted a parking study on two consecutive normal days
of operation on January 22 and 23, 2013. On both days, the study commenced at 8
a.m., and proceeded at 5 minute intervals until 8 ;45 a.m. (total of 45 min). At 9 a.m., the
study proceeded at 30 minute intervals until 2;30 p.m. At 2 ;45 p.m., the study
proceeded at 5 minute intervals until 3:30 p.m., whereupon the study was completed
(total of 45 min). Detailed results are shown in the Appendix of this document.

At this time, Peabody School has already begun the removal of cars from the Moore's
Electric parking area, where we have a temporary shared parking agreement. For the
purposes of the parking study, all 5 faculty cars that had previously been parked at
Moore's were moved back onsite to the Peabody lot, as a data point to demonstrate a
more accurate analysis of onsite space capabilities.
If As advised, Peabody School has extended the temporary parking arrangements with its
neighbors, ProBuild and Moore's Electric, through the end of the 2013 -14 academic
year, or until the new Peabody parking lot is completed, whichever comes first. Copies
of the revised signed agreements, which are effective immediately, are attached in the
Appendix.
Based on the data provided by the Parking Study, Peabody School has determined the
following:

During the course of 64 checkpoints over two days, the average availability of open
parking was 10.6 spaces. This is far in excess of what is needed at this time. With this
information, we could likely return the 6 cars remaining off -site at ProBuild to the
Peabody lot without currently impacting parking during the academic day.
• However, in order to grow, Peabody acknowledges that the 25 -space proposed parking
lot will be a critical component to reach the end goal of 210 students, and this likely will
not be completed until after the start of the 2013 -14 academic year.
Thus, as a means of bridging this gap, Peabody would like to propose a condition of
approval, allowing up to 180 students to be enrolled in the 2013 -14 academic year. The
parking, requirements for this increase will be minimal, requiring only 2 additional spaces
for faculty and staff (the majority of new students enrolled will be filling classes currently
not full,:thus not requiring additional staffing).
In order to accommodate the increase in families, however, who may need to park. briefly
during drop -off and pick -up, Peabody will retain the additional 11 spaces off -site for
faculty parking via our shared parking agreements.
• In addition, Peabody proposes to divide the area currently targeted for the permanent
parking lot onsite, providing a gravel parking lot of at least 6 spaces in the area labeled
for 6 spaces on the Colllins Engineering Application Plan for Special Use Permit revised
document (dated 10/12/2012) now on file with the County. These spaces are closest to
Stoney Ridge Road, and thus will not interfere with the construction staging area closer
to the new building. This would occur prior to school opening in the Fall of 2013 and
would give the school a total of 50 parking spaces, more than enough to accommodate
the interim increase.
• Once the parking lot is complete, for the 2014 -15 academic year, Peabody will then have
58 parking spaces on site, allowing for an eventual student increase to 210.
The justification for this is as follows: the current ratio of Peabody students to families is
1.4 students per family. If we assume this ratio continues as the population grows to
210, then we can predict a total of 150 families for the school. While our estimate before
the study, brought us to 165 families, we have better refined our projections since that
time using the ratio and our parking study results.
We currently have parking at .345 spaces per family (including offsite), and this is
working very well. At 150 families we would only need 52 spaces to maintain this ratio,,
With 58 spaces we could accommodate the growth and the estimated 6 additional
faculty. required to serve these new families without impacting parking ratios.
