I have completed my review of the site plan revision submittal. Since there are so few comments remaining, I
have copied only the active comments below. The site plan itself is now in approvable form, but additional
items must be completed prior to official Site Plan approval; see below. Please let me know if you have any
questions or need additional information.
[32.5.2(1)] Provide the Deed Book and Page Number for the plat/deed that established the access easement that
runs with Park View Drive. Additionally, a revised private maintenance agreement must be submitted for review by
the County Attorney's Office.

21. [32.6.2(j), 32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials in order to satisfy the
landscaping and screening requirements of section 32.7.9, subject to the agent's approval. It appears that many of
the existing trees are proposed to be used toward the tree canopy requirement, and possibly the screening and street
tree requirements. The landscape plan should show the trees to be preserved, the limits of clearing, the location and
type of protective fencing, grade changes requiring tree wells or walls, and trenching or tunneling proposed beyond
the limits of clearing. The applicant shall also sign a conservation checklist approved by the agent to ensure that the
specified trees will be protected during construction. The checklist shall conform to the specifications in the Virginia
Erosion and Sediment Control Handbook, pages III -393 through III -413, and as hereafter amended.

40. [32.3.3(a)] Before a site plan is approved by the agent, the developer may amend a site plan or accompanying data
sheet that has been submitted to the county if the agent authorizes the amendment in writing or if the site review
committee requires the amendment in its review of the site plan. The procedures and requirements for initial and final
site plans apply to amendments to a site plan. This revision submittal includes several amendments that were not
authorized prior to submittal and not requested by any member of the site review committee. Any further
unrequested/unauthorized amendments will require a new application.

Dear Peter:
You requested via e-mail on April 17, 2013 an extension of the six (6) month time period to submit revised plans
for SDP200800074 - Blue Ridge Cohousing. The Site Plan Ordinance was amended in 2012, and became
effective January 1, 2013. This amendment limits the amount of time an applicant has to respond to comments
provided by the County. Section 32.4.3.5(b) of the Albemarle County Zoning Ordinance states:
"7f a developer fails to submit a revised final site plan to address all of the requirements within six (6) months
after the date of the letter from the agent as provided in section 32.4.3.4, the application shall be deemed to
have been voluntarily withdrawn by the developer."
This effectively gave all site plans which had received comments prior to January 1, 2013 a revision deadline of
July 1, 2013. Section 32.4.3.5(c) of the Albemarle County Zoning Ordinance states:
"Before the deferral period in subsection (a) expires, the developer may request that the agent extend the
period before the application is deemed to have been voluntarily withdrawn. The request must be received
by the agent before the deferral period expires. The agent may grant one extension for a period determined
to be reasonable, taking into consideration the size or nature of the proposed development, the complexity
of the review, and the laws in effect at the time the extension request is made."
Based on your attached request and our knowledge of the project, we understand that additional time is needed to
address outstanding issues with sewer easements on adjacent properties. We also understand that the easement
plats must be submitted and approved, or letters of intent from the adjacent property owners must be provided,
before the Site Plan can be approved. In consideration is this situation, I will grant one extension as allowed under
Section 32.4.3.5(c) of the Zoning Ordinance to no later than January 1, 2014.
I trust this extension will enable you to complete the work necessary to bring SDP200800074 to final approval.
Please coordinate with Ellie Ray, the planner coordinating review of this proposal, regarding the submittal of all
necessary plats and site plan revisions. Please do not hesitate to contact me should you have any questions.

Subject: Request to extend Blue Ridge Cohousing site plan (site plan application number
SDP200800074).
Dear Ms. Carter
Following up with Marc Powell's email and our discussions about the site plan for 131.7 Parkview Drive
in Crozet, I would like to request an extension to the site plan resubmission deadline. The the site plan
application number is SDP200800074.
This references Albemarle County Code section 32.4.3.5(c) for Deferral of Review. We expect to submit
by the end of Calendar year 2013. My understanding is that we have until July 312013 without an
extension and this might be cutting it close for us. If we could extend to December 31, 2013, it would be
much appreciated.
