Nat,
I ran the numbers for the VRRM spread sheet and it appears the credits
for the Filterra was set on the old
numbers. The State only gives Filterra 50% removal rate now. If this
site had been grandfathered then the
number would have been 740

I ran the numbers and you've shown that 80% is captured so the owner
could buy the remaining credits if
they wanted. See attached VRRM spread sheet.
As for the rest of the review:
1. The owner is the "operator" until they transfer the "operator"
status to a contractor or other
person willing to take on that responsibility.
2. VSMP plan cannot be approved without the SWPPP and the PPP plans
filled out and signed by the
owner. Glenn has boiler plates for these that he'd like everyone to use
so we have some regularity
in our reviews. See attached.
3. Could you put the paved entrance detail on the plans? The WPO
inspectors insist that the paved
entrance detail is shown, they want the power to work with the contractor
as to whether or not
they are required to use the paved entrance vs. the stone entrance.
