HomeMy WebLinkAboutSUB201400168 Review Comments Final Plat 2014-11-18pF AL13��r County of Albemarle Department of Community Development Memorandum To: Kris Winters (kwinters @dominioneng.com) From: Megan Yaniglos- Senior Planner Division: Planning Services Date: November 18, 2014 Subject: SUB - 2014 -168 Gladtyle- BLA The County of Albemarle Planning Division will grant or recommend approval of the Final Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.] 1. [Chapter 18 Section 6.4 (D)] Non - conforming lots. To avoid confusion in the future, revise New Lot 1 to be either Revised TMP 31 Parcel 45B or 45C. Also, revise New Lot 2 to be Revised TMP 31 -45. A boundary line adjustment cannot make a lot more non - conforming. Currently, parcels 45B and 45C are non- conforming as to frontage. This minor change will make it clear that Parcel 45 is not losing frontage, and that 45B or 45C will still be non - conforming and not changing. 2. [14 -302 (A)(10)] Right of further division of proposed lots. The development right note on the cover sheet is not correct. This needs to be revised to allocate the development right exactly. See example below and allocate development rights as necessary. For example: "Revised TMP 31 -45C (or B- see comment #1) is assigned X number of development rights. X must be used within the original boundaries of TMP 31- 45C, and X must be used within the original boundaries of TMP 31 -45B (and X must be used within the original boundaries of TMP 31 -45.)- if `New lot V is getting a development right from TMP 31 -45, it is unclear how the development rights are being allocated. Revised TMP 31 -45 is assigned X number of development rights in which X must be used within the original boundaries of TMP 31 -45 and when further divided it shall not consist of more than 16.5 acres. X number of development rights must be used within the original boundaries of TMP 31 -45C." Again, it is unclear as to how the development rights are being allocated, and therefore, hard to comment on how to write this note. If you have questions, please contact me to discuss. 3. [14- 302(B)(10)] Stream buffers. The line weight on one of the streams is not consistent with the other line types. Revise, as it is confusing to what the line is exactly. Also, add the following note to the plat: "The stream buffer(s) shown hereon shall be managed in accordance with the Albemarle County Water Protection Ordinance." 4. [14- 302(B)(1)] General information. The north arrow as shown is incorrect (pointing in the wrong direction). Revise.
