Ben,
I have looked at the proposed uses and have discussed the uses and parking for each of the uses with staff here in
zoning for the site at 2331 Seminole Lane. I will break each use down as follows:
The property is TMP 045B1- 06- 00 -oo1BO and is zoned HC, Highway Commercial.
Monticello Community Surgery Center
As stated in Amelia's letter dated October 3, 2012 this use will be considered a Medical Center which is a by -right use in
the HC zoning district. The parking requirements in Section 4.12 of the Zoning Ordinance do not have a specific
calculation for a Medical Center. Thus the requirement is for the zoning administrator to determine what the amount of
parking would be needed for the use. See section 4.12.7. 1 have been given or have found the information that is
needed to make a determination, per that section, of the required number of parking spaces needed for the Medical
Center use. I have determined that the 49 spaces that are stated in the letter from Dianne Simmons from the Center
will be adequate to serve the proposed use using 15,105sgft.
PRW Laboratories
This use has currently been permitted as a medical office with lab in its current location of 3050 Berkmar Drive, Suite
A. The HC zoning is the same at the current and proposed location. The parking calculation for office use is 1 space per
200sgft net floor area with the net floor area calculated as being 80% of the gross floor area. Thus in the numbers you
provided the 6508 gross sqft would require 26 spaces. I understand that PRW Labs has stated a lower number of spaces
but to remain consistent with the previous approval of the use we will stay with the 1 /200sgft net calculation. For the
Zoning Clearance this use will need to provide a Certified Engineers Report (CER). I have attached the link to the CER

This brings the required number of space for both uses to 75 spaces. The site as a whole has enough parking to
accommodate these uses as well as the current uses in the development.
Final approval of the uses including the required parking for each use comes in the form of a Zoning Clearance. Please
attach this email to each clearance application so that when it is reviewed the reviewer will know what to state on the
clearance as the required parking.

Francis,
Thanks again for taking the time to meet and discuss 2331 Seminole Lane's requirements. I have attached a copy my
meeting notes from our meeting this morning. Please let me know you if you have any comments or corrections to
them — as I will be advising our team to proceed with certain planning and design assumptions based on them.
From our experience developing, permitting, owning and operating Ambulatory Surgery Centers (the focal point of our
business) we are very familiar with Surgery Center parking needs, which are much less than typical "Medical Office" due
to the nature of the use. In addition, we requested and supplied letters from the Surgery Center user and Laboratory
user in this circumstance (attached to the meeting minutes) to provide further data on and reinforce their actual limited
parking needs. We hope that this information, and any additional information that we may assist you in
providing /detailing, will allow the County to fully understand the specialty nature and use of these tenants as delineated
from typical Medical Office, since both "Medical Center" and "Laboratories" have distinction vs. "Medical Office" in the
County Code. Presumably, since there are no specific parking guidelines for the Medical Center and Laboratory
definitions, the Zoning Administrator would be tasked with making an determination on the required number of spaces
as we discussed and is outlined in the minutes attached.
