Wayne Cilimberg County of Albemarle Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 -4596 RE: SP201100002 — Castle Hill Cider TAX MAP 49 PARCEL 18B 1 Dear Mr. Cilimberg, In response to your letter dated March 13, 2013, we outline the following steps that have been taken by Castle Hill Cider in order to satisfy the conditions needed to approve the above referenced Special Use Permit in the order posed: 1. The development of the use is in general accord with the Conceptual Plan entitled "Special Use Permit for Castle Hill Cider," labeled "Index Title: CPI," prepared by Dominion Engineering, and dated 8/28/2012, as determined by the Director of Planning and the Zoning Administrator. The Plan reflects the following central features essential to the design of the development: a. Location of the structure (labeled "Event Barn") used for the events; b. Location of the entrance and exit (Labeled "New Entrance Road" and " Existing Entrance "); c. Location of parking; d. Location of "Event Vicinity." 2. Attendance to up to 8 single -day farm winery events, weddings or wedding receptions with a single attendance not to exceed 350 persons shall be by prior reservation, ticket sales, or invitation only. 3. The following provision shall be met for our 1 single -day farm winery event for 351- 1,000 persons that may be held per 12 month period or calendar year: a. Please see the attached written approval from the Virginia Department of Transportation of the traffic- management plan for the intersection of Virginia Route 231 and Turkey Sag Road. The plan shall be overseen by a police officer or other trained personnel approved by the Virginia Department of Transportation. b. By virtue of this letter, Castle Hill Cider is requesting a zoning clearance by the Zoning Administrator 3 weeks prior the event date. c. Admission to this event shall only be by prior reservation or ticket purchase. 4. A sound management plan has been submitted to and approved by Albemarle County. Outdoor amplification shall not use amplifiers with more than 200 watts RMS output, and shall not be used after 6:00pm. All other amplified sound systems shall be contained within the Event Barn. 6. At any event permitted under Conditions 2 and 3 above, Castle Hill Cider shall have traffic management personal on site at the exit to direct traffic eastward to Virginia Route 231. These personnel shall be in addition to the traffic - management personnel required under Condition 3(a). All Departing traffic shall be directed to go eastward on Turkey Sag Road, except for those vehicles whose occupants reside westward on Turkey Sag Road 7. Castle Hill Cider has provided a prior notification letter regarding each event permitted under Conditions 2 and 3 above to all owners of properties within % mile of the Event Barn and to the Zoning Administrator. The notification letters have been sent at least 14 days prior to the event and has included the following information: a. The date, starting and ending times, and expected number of attendees for the event. b. A telephone number at which the permittee may be contacted during the event. c. The County's zoning complaint hotline telephone number. 8. Parking for events is permitted only in the designated parking areas as outlined in l.c. above and is not within 200 feet of any stream. 9. No additional outdoor lighting at the property lines greater that .3 foot candles is contemplated at this time 10. Castle Hill Cider has installed an extensive, state of the art, high efficiency heating and air - conditioning system in the event barn. The system's cooling load design is amply adequate to serve the Event Barn. Sign spacing distance should be 350' -500' where the posted speed limit is 45 1 iph or less, and 500' -800' where the posted speed limit is greater than 45 mph. 2. Care should be exercised when establishing the limits of the work zone to 'nsure maximum possible sight distance in advance of the flagger station and transition, based on the posted speed limit and at least equal to or greater than the values in Table 6H -3. Generally speakin , motorists should have a clear line of sight front the graphic flagger symbol sign to the flagger. Option: 3.
