Brent Executive Director Albemarle County Service Authority Albemarle County Office Building 401 McIntire Road Charlottesville, Virginia 22902 Re: OFFICIAL DETERMINATION OF USE - Proposed A.C.S.A. office and Operations Center Dear Mr. Brent, This serves to confirm in writing, that which we have discussed verbally. After consultation with the Director of Planning and Community Development, it is my opinion that this use is a public use / utility. And as such, it is permitted by -right within each zoning district. If outdoor storage is proposed and is visible from the entrance corridor, a special permit is required for the proposed development; otherwise, it is permitted by- right. Prior to construction, a site plan is required. You have explained the proposed use of the operations center verbally and by your letter of June 11th. It will be the relocation of the administrative offices and the maintenance operations. The development will include a warehouse, vehicular storage and fueling, and storage of pipe and gravel. In our consideration, the Planning Department and I considered the use to be quasi - public and of a utility company nature. .The use of the property would be similar to that of major utilities, with the mix of offices and contractor's equipment storage yard. I am informed that the City of Charlottesville operations yard was located on Avon Street in the County, under a similar determination of use. July 16, 1992 J. W. Brent; ACSA Office & Operation Center Page 2 The specific property to which you refer, Tax Map 78, Parcel 15C, is zoned Highway Commercial, without proffer. A portion of this parcel is located within 500 feet of Route 250 East, an entrance corridor. Depending on whether this proposed development is visible from Route 250, a special permit may or may not be required, and a certificate of appropriateness for the site plan may or may not be required from the Architectural Review Board. There are no parking standards which directly apply to a use such as this. I preliminarily recommend that the office function be separated out for the parking requirements, from that of the "contracting" or maintenance function. In that case, the offices will require 1 space per 200 square feet of net office area. The maintenance shop will require 1 space per 2 employees on the major shift.
