Preliminary Review Comments
Dear Mr. Morris:
Thank you for your recent submittal of a special use permit (SP) for towing and storage of motor
vehicles at Snows Garden Center. Comments have been provided from reviewers, including
Zoning, Current Development/Engineering, Water Resources and VDOT. Review comments,
starting with Planning are consolidated in this letter below, except for the Albemarle County
Service Authority comments which are attached.
Planninci
Comprehensive Plan -
The property is designated Industrial Service and the towing and storage of motor vehicles is
consistent with that land use designation. The special use permit is to evaluate if the use would
be appropriate at the proposed location and if there would be any impacts to adjoining properties
with the use.
Additional Information -
Please provide additional information as to the number of employees, tow trucks /recovery
vehicles and equipment on -site, and hours of operation.
Concept Plan -
A concept plan will be needed to review this request. The concept plan submitted with the
special use permit application did not provide adequate information. The site plan you have
submitted is a separate application (SDP 2006 -120) and it will be reviewed, with a separate set
of comments provided to you. For purposes of the special use permit review, the site plan can
be used as the concept plan for special use permit approval. Reviewers have noted where more
information is needed to ensure that the use is properly screened.

Entrance Corridor /ARB-
The portion of the site occupied by Lethal Wrecker is not visible from the Entrance Corridor.
Consequently, ARB review is not required. Should the proposal change in any way that makes
anything related to the proposed use visible from the EC, details should be submitted so that we
may determine if ARB review will be required.
Zoning
This application is the result of a zoning violation and approval of this SP will help resolve some
violations on the site.
The concept plan should be revised to include the following:
• Show the entire Lethal Wrecker site with dimensions and the property lines of the portion
of Snow's parcel around their site. We need to see how this site fits into the Snow's
approved site plan and how much of the tree buffer behind this site is actually on the
Snow's parcel.
• A condition of approval of the special use permit may be proposed to insure that the
buffer remains especially along the R -1 zoning district to the east on parcel 35N.
• Dimensions of the secure storage yard should be provide and noted on the plan and
conditioned to be the only area for vehicle storage.
• There are yard lights on the site that are not shown on the concept plan. These are not
necessary on this plan, but must be addressed on the site plan for compliance with
Section 4.17, Outdoor Lighting.
Unless a modification is requested, the following regulations should be noted on the plan also.
5.1.32 TOWING AND TEMPORARY STORAGE OF MOTOR VEHICLES
a. This provision is intended to provide locations for the towing and/or temporary storage of collision /disabled
vehicles. No body or mechanical work, painting, maintenance, servicing, disassembling, salvage or crushing of
vehicles shall be permitted; except that the commission may authorize maintenance and servicing of rental vehicles
in a particular case;
b. No vehicle shall be located on any portion of such property so as to be visible from any public road or any
residential property and shall be limited to locations designated on the approved site plan. (Added 6 -6 -90)
Engineering
A site plan amendment is expected for site changes. When this is received, comments can be
provided on the proposed site plan changes. There are no engineering concerns with the
proposed use itself.

adequate for this use.
Please provide a response to there reviewer comments, where necessary to the plan or provide
written information. This item is tentatively scheduled for the Planning Commission public
hearing on February13, 2006 and the last day to receive information for review at that meeting is
January 16, 2006. Additional comments will be provided to you that will need a response so the
Planning Commission date is tentative. Please let me know if you have any questions or need
