BACKGROUND:
On October 8, 2013, the Planning Commission held a public hearing on the application to amend the Application Plan and
Code of Development ( "COD ") for Stonefield (Attachment A). The Planning Commission recommended approval of this
ZMA with the expectation that the following be provided /addressed prior to the Board of Supervisors meeting:
Technical changes to the Application Plan and COD to include:
1. Update the Application Plan to include all approved changes to the Plan.
2. Address outstanding engineering comments.
3. Provide limitations to the location and type of the fuel facility.
DISCUSSION-
The applicant has provided the following in response to the Commission's expectations:
1. The Application Plan has been amended to reflect all variations or special exceptions to date.
2. The Applicant adequately addressed the County Engineer's preliminary comments which otherwise cannot be
addressed at the site plan level through modification to the Application Plan.
3. The fuel facility can only be accessory to a retail user within Block F. Stand alone automobile service stations
are not permitted.
PROFFERS:
Although there are no changes to the content of the approved Proffers (ZMA2011 -7); the narrative has been updated
to provide a new date reference for the amended COD (Attachment C).
RECOMMENDATIONS:
Staff believes the expectations of the Planning Commission in making their recommendation have been addressed and
recommends that the Board approve ZMA2013 -00009 Stonefield Application Plan, Proffers, and Code of Development
dated 10/21/2013 along with the conditions as recommended in the discussion (Attachments B, C & D).
