Culpeper, Virginia 22701 Commissioner July 29, 2014 Ms. Claudette Grant Senior Planner County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: ZMA- 2013 -00017 Spring Hill Village Dear Ms. Grant: We have reviewed the NMD Rezoning Application Plan for the proposed Spring Hill Village development dated 10/21/13 with revisions dated 1/21/14, 3/31/14, 5/19/14, and 7/7/14 as submitted by Terra Concepts, P.C. and offer the following comments: 1. The road design appears to have been based on a design speed of 20 mph. Per Appendix B(1) of the Road Design Manual, which is the subdivision street design guide for new residential and mixed use local roads, the minimum design speed for these roads should be 25 mph based on an project ADT of 2,000 vehicles or less. Most notably, this will impact the available sight distance shown on the plan. 2. The proposed street trees shown on the plan appear to conflict with sight lines. Of particular note are the street trees along the south side of Road "A" between the intersection with Road "B" and the pocket park. 3. The sight line for the intersection of Road "A" and Road "B" is extremely close to the potential building located on lot 71. When the sight lines are shown based on the minimum design speed of 25 mph as discussed in comment 1, the sight line will certainly be obstructed by the potential building. 4. The sight line for the commercial entrance located on the north side of Road "A" cross through the potential commercial building footprint. This will need to be addressed during the site plan process. 5. Sight line easements will be required for all locations that the sight line is not fully located within proposed right of way. 6. Consideration needs to be given to the proposed typical section for the Route 20 improvements, i.e., will it include paved shoulders or curb and gutter, the clear zone needs to be shown, etc. 7. The full width turn lane on Route 20 for the proposed Road "A" connection needs to extend through the entrance for Parham Construction. The taper would begin just to the north of the Parham Construction entrance. 8. Standard CG -12 crossings will need to be provided at each intersection including the intersections with Road "A" at Route 20 and Avon Ext. 9. Access management spacing exceptions will be necessary for both spacing between Road "A" to the entrance for Parham Construction and for the corner clearance requirement for the distance between Road "C" and Route 20. 10. The pavement design shown on the street typical sections will need to be verified through the road plan review process. 11. There appears to be some drop inlets and culverts along Route 20 that will need to be adjusted as part of the Route 20 road improvements. This will be verified as part of the road plan review process. 12. As the road plans are being developed, the alignment of the proposed roads may need to be adjusted to meet VDOT standards.
