Condition #2 states, in part, "No development of residue property or access to adjacent properties is allowed until second access is provided to Orchard Drive." You have asked for a clarification of the meaning of Condition #2, relative to a Boundary Line Adjustment (BLA). I have consulted with zoning staff and the Deputy County Attorney, the minutes of the Planning Commission meeting and the Board of Supervisors' meeting held on this application, and reviewed the approval letter for SP1 990-103 of July 1, 1991. The condition is not triggered since the residue is not being developed or providing access to adjacent properties with the BLA.
