RE: Verizon Wireless / Foxfield Races COLT (Cell on Light Truck) Temporary Site
To whom it may concern:
Cellco Partnership d /b /a Verizon Wireless hereby submits a request to allow the installation of a
temporary, mobile wireless communications facility during the Foxfield Race Association's spring and
fall horse racing events. The proposed facility will consist of a 75' tall "crank -up" tower supported by
base station transmitting equipment located in a light, panel truck that will be parked nearby. The area
occupied by Verizon Wireless will be enclosed within a temporary security fence, and technical
operations staff will be on -site at all times during the racing events. Verizon Wireless is requesting
approval to move equipment onsite at least three weeks prior to each event (during the week ending April
4, 2014 for the Spring Race, which will be held on April 26, 2014). All equipment will then be removed
within two days after the races have concluded. This 3 -week timeframe would allow proper time to safely
set up, secure and also ensure that the site is properly integrated into the network.
The purpose of this temporary facility will be providing additional capacity for the Verizon Wireless'
services, specifically to the areas immediately surround the events which host more than 20,000 attendees
in the spring and approximately 5,000 to 6,000 people during the fall races. Foxield representatives have
noted that a majority of event organizers, parking attendants, other staff persons, as well as several
emergency workers and many event attendees in general, use the company's service. This increase in the
number of people using the company's services in this largely rural part of the county draws on network
capacity. Therefore, need for this temporary facility was brought to Verizon Wireless' attention by
Foxfield Association board members and also neighboring residents who have all experienced dropped
calls and /or the inability to even make and receive calls, in addition to lags in data transfer during times
when the events are being held.

POLICY
GOVERNING THE PLACEMENT OF TEMPORARY MOBILE TELECOMMUNICATION SITES
BE IT RESOLVED that the Board of Supervisors of Albemarle County, Virginia, does hereby adopt the
following policy concerning the placement of temporary mobile telecommunication sites:
The Zoning Administrator may issue a zoning clearance for a temporary mobile telecommunication site when
the following criteria are met:
1. Approval shall be obtained prior to the placement of equipment on site except in the event of a disaster;
2. Approval shall be limited to a maximum of seven (7) consecutive days for special events. The time period
for approval in the event of a disaster shall be at the discretion of the Zoning Administrator;
3. No site shall be used for a temporary mobile telecommunication site more than twice a year for special
events. Use of a site in the event of a disaster shall not be counted towards the yearly limit; and
4.. Sound from any generator equipment shall comply with the provisions of Section 4.14 of the Zoning
Ordinance.
