Given the location of the building in relation to the EC street, I don't consider the removal of the railing a substantial change in design. Please accept this email message as approval to removal the railing
from the third floor balconies.

It was nice seeing you this morning, seems like forever since I have worked on anythingwith the County. I appreciate you taking time from your schedule to meet with us.
This memo is to ask permission to remove the guardrails from all the third floor balconies as currently shown on the plans (Bldg. Permit B2014-01106-NC). We would lock down the doors to the balconies
and only provide access to maintenance personnel. Where there are HVAC units located on the North side of the third floor, access would be given to the service people only and also one rail provided in
the area of the HVAC units as required in the Virginia Mechanical Code 1304.11 Guards.
