Plants that are planted in the ground that are to be used for a major home occupation do not count toward the one thousand five hundred (1500) square feet limitation. [Section 5.2A (b) (1)] Q EXTERIOR APPEARANCE There shall be no change in the exterior appearance of a dwelling unit or other visible evidence of the conduct of the home occupation, except that one home occupation sign may be erected as authorized by section 4.15. Accessory structures shall be similar in fagade to a single-family dwelling, private garage, shed, barn or other structure normally expected in a residential area and shall be specifically compatible in design and scale with other residential development in the area in which it is located. Any accessory structure that does not conform to the applicable setback and yard requirements for primary structures shall not be used for a home occupation, [Section 5.2A (c) (1)] 0 VISITORS & SALES Customers, clients and students are permitted to visit the property where the home occupation is conducted. Only goods that are hand-crafted on-site and goods that are directly related to the home occupation, including but not limited to tools for pottery making and frames for artwork are permitted to be for sale to customers who comes to the site. [Section 5.2A (d) (1)] TRAFFIC The traffic generated by the home occupation shall not exceed ten (10) vehicle round trips per day or more than thirty (30) vehicle round trips per week. For the purposes of this section, a "vehicle round trip" means one vehicle entering and exiting the site. [Section 5.2A (e)] Em PARKING All vehicles used in the home occupation and all vehicles of employees, customers, clients or students related to the home occupation shall be parked on-site. [Section 5.2A (f)] OUTDOOR STORAGE The storage of goods, products, equipment other than vehicles used in the home occupation, or any materials associated with the home occupation, other than natural landscaping materials such as mulch and plants, outside of an enclosed structure is prohibited. [Section 5.2A (g)] HOURS OF OPERATION The home occupation may operate up to six (6) days per week and the hours of operation shall be between 7:00 a.m. and 8:00 p,m. for those home occupations that have employees, customers, clients or students visiting the site. [Section 5.2A (h)] D NUMBER OF VEHICLES The number of vehicles that may be used in the home occupation that are parked or stored on-site shall not exceed two (2) motor vehicles and two (2) trailers. In granting a waiver or modification of the area requirement, the commission shall make the following findings in addition to those findings in section 5.1: (1) the nature of the home occupation requires storage or additional space within the dwelling unit to conduct the home occupation; (2) the primary use of the dwelling unit as a residence is maintained; and (3) the waiver or modification would not change the character of the neighboring agricultural area or the residential neighborhood. To be completed by staff: Approved: Comments: November 5, 2013 Community Development Department Division of Zoning and Current Development 401 McIntire Road Charlottesville, VA 22902 To Whom It May Concern: We are a small family business building custom cabinets, furniture and wood items and we currently have just the two residents here working for the business. We are starting a shop at 4319A Scottsville Rd, Charlottesville, VA 22902. The parcel is zoned RA Rural Areas. It is my understanding that in order to occupy this space we will need to submit this Letter of Performance Standards along with our zoning clearance application. We have addressed the standards referenced in Section 4.14 and provided the following responses: Noise Our operation will not create sound or impact noise levels in excess of the values specified in Section 4.14. The shop is enclosed within four walls on the bottom level of the house where we rent and live. Three of the walls are partly underground within an embankment. Our major sources of noise are: 1) An inside 1HP Air Compressor which runs 5 minutes during an hour when the shop is in operation; 2) We expect to soon purchase a 2HP Jet DC-1200VX-CK1 Dust Collector which develops a low noise level; and 3) Inside shop equipment includes 10" Mitresaw, 3HP 15" Planer, l0" 1.5HP Tablesaw,1.SHP 14" Bandsaw and a 1.75HP Router, all of which do, not have an unacceptable noise level. Please note that only one of these pieces of equipment would be in use at any time in addition to the dust collector. Vibration Equipment operated by shop does not produce any detectable earthborn vibration. Glare Our operation is completely contained within the building. The interior lighting associated with this operation does not produce glare that is visible beyond the lot line. Air Pollution There will be no emission of smoke, odor or gaseous pollutants. By-product of the operation is sawdust. A dust collections system (Jet DC-1200VX-CK1 Dust Collector 2HP) will very soon be installed to remove airborne sawdust from each station to an outside collection per OSHA standards. System is self-contained and does not represent a hazard to air quality. Water Pollution Paints, lacquers and solvents will be stored in a metal cabinet. We primarily use low or no toxicity stains and eco safe products, as this is a selling paint of our products. We rarely have liquid wastes, but those that we do have will be disposed of properly through garbage and not the water sewer. Our operation does not represent a hazard to water quality. Radioactivity My operation does not require handing of radioactive materials. Therefore there will be no radioactive emissions of danger to health and safety of person on or beyond the premises. Electrical Interference My operation does not require any equipment that would generate electrical disturbances that would adversely affect the operation of equipment on any other lot or premises.
