RE: HO 2015-23 The Carol Barber Studio at Hollows End
Tax Map 35 Parcel 30; 3762 Vineyard Road
Albemarle County has received a request to establish a Major Home Occupation on the parcel
listed above. Per Section 5.2A(n) of the Zoning Ordinance, you are receiving this notification
because you are the owner or agent of abutting property or property immediately across the street
from the site under review. The location of the site under review is shown on the attached
vicinity map.
This request is to conduct a home occupation for The Carol Barber Studio at Hollows
End for a painting studio. The proposed business would take place in an approximately
312 square foot accessory structure on the property. Hours of operation are typically by
appointment only. One part-time employee will be associated with this home occupation.
No waiver or modification has been submitted with this request.
The County will not take action on this request until at least five days after the date of this letter.
We invite any comments, questions, or concerns you may have about this proposal.
All information related to this request is available for review in the Department of Community
Development during normal business hours (8 a.m.-5p.m., Mon -Fri). To assure the information
is ready for your viewing and to allow staff to be available to help with any questions, we

To Rebecca Ragsdale, The responsibility and liability lies not with Carol Barber but with you and the Dept. of Community
Development. I doubt that we, at present, have 10 total round trips per day at the end of the road. It is not Carol Barber's
job to make decisions about the endangerment of elderly rural community lives. H.e.Young , Jr.,M.D

Thank you for your comments.
The traffic limitations on home occupations are below for your reference:
The traffic generated by the home occupation shall not exceed ten (10) vehicle round trips per day or more than thirty (30)
vehicle round trips per week. For the purposes of this section, a "vehicle round trip" means one vehicle entering and
exiting the site. [Section 5.2A (e)]
I will pass your concerns along to the Ms. Barber so she can advise customers that may visit her studio to be cautious
along Vineyard Road.

To Rebecca Ragsdale, As we discussed this afternoon, I do have concerns about HO 2015-23. As you pointed out, the
requested location is at the end of this quiet rural valley road known as Vineyard Road, and therefore, all traffic associated
with this studio will pass by and affect every rural residence and driveway along the way. Each local resident, almost to
the person, does not want to see increased traffic on Rt.777, Vineyard Road. Most residents are elderly. Some have
diabetes, others Parkinson's Disease, cancer, heart disease, major organ transplant, and the like. These people use their
road to walk for exercise and many have to cross Vineyard Road to get their mail. Unfamiliar drivers on this road could
endanger the lives of those that use it daily. If the traffic was at the beginning, front part of the road, there would not be a
threat. You and your associates at Zoning Services must assume this responsibility to these disabled residents when
considering approval of Carol Barber's application. Sincerely, Harold E. Young, Jr., M.D..
