I understand this review is a courtesy, and University of Virginia property does not fall under our jurisdiction. (Rev. 1) ACCD/Engineering understands agreements exist which lend site plan review authority to Albemarle County Community Development even though TMP 93 -7 is state - owned. 1. Normally, an access serving multiple uses is designed as a road, with minimum VDOT standards. In the rural areas this is typically 18' pavement width with 4' shoulders and a ditch section. The Zoning ordinance calls for this to be an access aisle with curb and gutter and a 20' minimum width. (Rev. 1) Addressed. Waiver request dated 2 -Mar 2015 submitted with revised site plan. 2. The end of the access /roadway is unclear in that a continuation and T -type arrangement is shown, but it does not connect to anything. Please revise or clarify on the plan. (Rev. 1) Addressed. Turnaround for errant vehicles (design feature /per U.Va. — Applicant response letter, 2 -Mar- 2015). 3. The purpose of the travelway surrounding the building is unclear, but it does not meet the travelway requirements of 18- 4.12.15 -17. Please design as a proper travelway if it is to be used by vehicles. (Revised) Confirm travelway for emergency use only. If intent is occasional public access (deliveries, etc) design must provide adequate sight lines, which may require separating roadway from building. If intent is emergency access only then post sign/s at exit from parking lot prohibiting public access, limiting speed (5 mph), and indicating one -way vehicle path. Sight lines are a requisite design measure. (Rev. 1) Addressed. Ref. Dwg. C- 103 for directional, speed, warning signs. 4. The parking areas does not meet the requirements of 18 -4.12. Parking lots of this size require curbing, and the entrance radii should be 25' or more. (Revised) NA, per (Planning) waiver. 5. It appears the parking area sheet flows to the southeast. Revise the plan so that the parking area drains to a stormwater treatment facility. (Rev. 1) NA/Withdrawn. Project received TJSWCD SWMP approval. [E -mail: Derek Tribble, DEQ, to G. Brooks /ACCD —Feb 11, 2015 4:58 PM —Item # 8, below] 6. A certified engineers report should be completed prior to final site plan approval. (18- 4.14.5) This should include information regarding noise attenuation, lead abatement, possible stray bullets, etc. (Rev. 1) Addressed. Engineer Report pending. 7. The Office of Facilities Development should obtain a formal written statement from the University of Virginia regarding administration of the VSMP and SWPPP. If UVA is acting as VSMP authority, or DEQ, this needs to be stated. If they are handing over the administration to Albemarle County, there needs to be a formal agreement. In the latter case, a County WPO/VSMP application will be required. These details were not reviewed with this site plan, and such information, sheets 8 -15, must be removed from the site plan. In either case, approval of the VSMP documents and DEQ general permit coverage will need to be demonstrated prior to site plan approval. Extend APPROXIMATE LOCATION OF FEMA - DEFINED 100 -YR FLOODPLAIN to the north to wrap proposed primary drain field location. Sheets: C -102, C -103, C -104, CE -101. (Rev. 1) Addressed. 10. C -103: Add Note at rip rap level spreader at outfall of biofilter: "No fill permitted within 100 - yr Floodplain, Zone AE below elevation = 297.6' at this location. Provide spot -elev. survey data to ensure no encroachment: Zone AE." [ FEMA FIRM Panel 0450D, below ] (Rev. 1) Addressed. 11. C -103: Increase 2' R (parking island) to 3' R Min, N End parking lot. (Rev. 1) Addressed. 12. C -103: Recommend 4 Additional bollards at E (2) and W (2) faces where building is adjacent to gravel/asphalt drive. Recommend locate bollards to protect chiller. [Note: bollards are shown at N face of building.] (Rev. 1) Addressed. Architectural /structural plans (response letter, 2- Mar - 2015). 13. C -104: Identify STORM (LINES) 1, 2, 4 /plan view. Add LENGTH, DIA, SLOPE, MATERIAL TYPE labels to plan view. (Rev. 1) Addressed. 14. Add Notes as necessary to ensure no material /soil storage, encroachment, or permanent fill within limits of Floodplain Zone AE. A FEMA Flood Insurance Study provides additional detail for project Area (4 Feb 2005) (Rev. 1) Addressed. 15. CE- 001 /Sequence of Construction (Notes 1, 8, 9): Delete reference to Albemarle County. County is not the plan- approving authority, and did not coordinate VSMP CGPNPDES, or project registration with VDEQ. Albemarle County did not review SWPPP, PPP, ESCP, or SWMP. Albemarle County has not bonded project, or prepared SWM Facility Maintenance Agreements. Delete reference to County Erosion Control Inspector. (Rev. 1) Addressed.
