Preliminary comments for the following divisions of the Department of Community Development and other agencies, as applicable, are attached: Albemarle County Division of Zoning & Current Development (Planner) Albemarle County Division of Zoning & Current Development (Engineer) Albemarle County Division of Planning(ARB Principle Planner) Virginia Department of Transportation (VDOT). Albemarle County Service Authority (ACSA). Albemarle County Geographic and Data Services (GDS) Comments reflect information available at the time the development proposal was reviewed, and should not be considered final. However, the Site Review Committee has attempted to identify all issues that could affect approval of the proposed project. Please make the revisions that have been identified as necessary for preliminary approval by the Site Review Committee. If you choose not to make the requested revisions, please submit in writing justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17" copy to the Department of Community Development including responses to each of the attached comments of the Site Review Committee by Monday January 12th 2009. Failure to submit this information by this date will result in suspension of the review schedule. Review will resume when revisions are submitted along with a reinstatement fee of $65. Written schedules or data as necessary to demonstrate that the site can accommodate the proposed use, including_: Please provide a cover sheet for the site plan waiver that will include the following information: • Name of the development • Names of the owner, developer and individual who prepared the plan; • Tax map and parcel number; • Zoning; descriptions of all variances, zoning proffers and bonus factors applicable to the site; please include on the site plan waiver cover sheet the ZMA number (ZMA 2007 - 00016), the SP number (SP2007- 00060)and the associated proffers and conditions per the board approval letters. • Magisterial district; • County and State; • The source of the topography; • The source of the survey; • Sheet number and total number of sheets; • Date of drawing; • A vicinity sketch showing the property and its relationship with adjoining streets, subdivisions and other landmarks; and boundary dimensions. Please provide this on the cover sheet. • Schedule of parking including maximum amount required and amount provided • Maximum number of employees 32.6 FINAL SITE PLAN CONTENT ■ Pleas provide a Landscape plan in conformance with section 32.7.9 that will show the details of the proposed plantings as shown on the conceptual plan. Provide a plant list showing the trees to be planted and the species. Please note that the site plan waiver must meet the following conditions ■ The Site Plan Waiver must meet all special use permit conditions (See SP2007- 00060). ■ All proffers must be addressed (See ZMA 2007 - 00016). ■ The site plan waiver must be in general accord with the plan entitled "Watkins and Company Concept Plan" prepared by Rieley and Associates Landscape Architects dated January 2008. The action from (that meeting is copied below. This site plan must return to the ARB for continued review; an ARB submittal is required. The submittal should address the issues outlined in the December 17, 2007 action, and it should meet all the submittal requirements of the ARB Final Site Plan Review Checklist. IThe applicant is encouraged to submit plans that are large enough to be easily legible. (Should the site plan waiver be granted, it is recommended that the waiver not limit the ARB's ability to (require revisions to meet the EC Guidelines. December 17, 2007 ARB action: Regarding the Special Use Permit request, the Board by a vote of 4:0, forwarded the following recommendation to the Planning Commission: IThe ARB has no objection to the request for the Special Use Permit, subject to the following (conditions: 11.Products shall be stored only in the areas indicated for storage on the Watkins & Company plan isheets L -1, L -2 and L -3, dated November 2007. 2.I11umination of the site shall be limited to that which is required for safety and security. 13.All nursery stock shall be stored on the ground without use of racks, display stands or other similar items. 4.Any structure required for separating the mulch, topsoil and compost shall not exceed 6' in height. The design of such structure is subject to review /approval by the ARB during the site plan review. 57he site shall be landscaped according to the following criteria. The planting is subject to ;review /approval by the ARB during site plan review: a.A mixed planting of trees and shrubs, both evergreen and deciduous, shall be provided in the ,30 -foot planting strip along the south side of the site and along the west side of the site from the shed to the EC. The planting shall be continued westward to the retaining wall in all areas disturbed by grading. b.Provide a mixed planting along the east side of the site to provide screening for the storage areas and to blend with the surroundings. 6.It is understood that 3 to 5 trucks for the business would be parked north of the mulch /top soil storage area, during the night hours. Regarding the Preliminary Site Plan, the Board made the following preliminary comments and suggestions for the benefit of the applicant's next submittal. Please note that these comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. 1.Because it is unclear how much planting area is available, provide clarification regarding the planting on the east side of the site. Provide more information on the existing condition to determine what additional plantings are required to maintain the deciduous forest with an evergreen edge. Photos and /or a tree survey may be appropriate. It is important to make sure that edge is adequately i planted. 27he ARB was in favor of the house and the roof being darker earth colors. Charlottesville, VA 22902 Subject: Site Review Meeting Comments December 31'. 2008 site review meeting Dear Mr. Brooks: Below are VDOT's comments on the Site Plans for the December 31", 2008 Site Review Committee Meeting: SDP- 2008 -00177 Watkins and Company — Waiver (Gerald Gatobu) • No comments on storage of materials and parking. SDP - 2008 -00178 Ntelos CV842 -West Ivy (Dickerson) -Final (Elizabeth Marrota) • Sight lines need to be shown at the existing modified entrance. • A Land Use Permit will be required for any proposed work within the Prescriptive Easement on Dry Bridge Road for the widening of the entrance. • Although the existing Dry Bridge Road is a 30 foot prescriptive easement and the proposed bollard is outside of the easement, it should be placed at a minimum of 10 feet outside of the existing edge of the road to maintain a clear zone for the road. Please request the applicants provide a written description of revisions with re- submissions.
