(Code Chapter 18- 13.2.2) — Engineering recommendations
1. Urge applicant to confirm that "20 -ft wide clearance for vehicles to back up" is sufficient to meet ACF &R
fire or emergency response needs. Engineering is aware of ACF &R comment/request for 48' radius for cul-
de -sacs, and wants to ensure this proposal meets ACF &R minimum access needs.
2. Proposal to convert existing roadway to meadow is viewed as an environmentally favorable outcome.
3. Development items of particular importance include areas that may be converted to hard surface (loop
drive, parking, rooftops, etc), and dimensions of proposed parking area, including spaces (L x W) and aisle
width (18- 4.12.16).
4. Delineate and report area (Acres) Limit of Disturbance (Redeveloped Area =Total area disturbed, Ac.).
5. Conceptual plans dated 23- Sept -14 include land use, scale, North arrow, and contours, but Engineering
encourages Sophie Johnston (Landscape Architect) to contact ACCD directly to discuss Engineering site
plan/WPO plan review needs referenced elsewhere, including: parking lot dimensions, loop drive proposed
grades, area of land disturbance, stream crossings (two proposed), critical slopes (GIS, image below),
VESCP, ACF &R access, septic /well facilities (existing /proposed), land use, VDOT requirements for low -
volume commercial entrances, stream buffer impact /mitigation, and pre - development existing conditions
(structures, land use, septic /well, contours).
6. Applicant may need to coordinate with Virginia Dept of Health (VDH) if new or expanded septic or well
facilities are proposed elements of development (18 -4.1).
7. No objection/recommend approval pending site plan/WPO approval.

8. Provide dimensions of parking lot spaces, aisle width, curb radii (if curb present) for parking lot.
9. If possible, locate HC space /s adjacent to barn to eliminate pedestrian/disabled aisle crossing.
10. Furnish HC parking sign/s.
11. Identify curb type /s, if curb present.
12. Provide sidewalk typical section, if sidewalk a design element.
13. Final site plan must show critical slopes and clarify impacts to steep slopes (18 -4.2).

15. Furnish safety railing for retaining wall sections higher than 30 ", if retaining walls a design element.
16. Low profile (or VDOT) traffic control sign to stop vehicles before proceeding from entrance onto Rt. 810.
17. Final site plan approval may require recorded Stormwater Management Maintenance Agreement.
18. Landscaping within VDOT R/W (if present) requires VDOT Land Use Permit.

VSMP/WPO Application/Advance comments:
19. Design/plan submittal should reference VSMP, ESC, SWM, PPP, SWPPP requirements, 17 -401 thru 17-
405.
20. Descriptive narrative raised few if any environmental concerns; however, site plan approval requires water
protection ordinance (WPO) review /approval. Given that 9 -pg narrative (included with Special Use Permit
Application) explains plans to "bring back native vegetation and to plant large numbers of trees," abandon a
road, and statement that "We are not planning any new buildings," WPO review may be straightforward,
but submittal lacks detail required to perform evaluation. Engineering recommends applicant request a
meeting to discuss Virginia Stormwater Management (VSMP) and Virginia Erosion and Sediment Control
( VESCP) requirements. Engineering WPO review requires topographic and land use data, drainage maps,
and area of land disturbance (Acres /SF). If total area of disturbance is <10,000 ftz, project is exempt from
VESCP and VSMP (17 -300, -301, -302, -303). If VESCP or VSMP applies, 17 -417 requires approved
plans and /or permits as prerequisite to land disturbing activity.

21. Please note that loop drive (gravel /asphalt) that allows access to distant areas is impervious, but is taken to
generate sheet flow, which, in all likelihood in this circumstance, will impose no stormwater quantity
control requirements (9VAC25- 870- 66.D.).
22. Capture at least 75% site storm runoff for treatment (9VAC25- 870 -65) with 90% a target rate, if project is
subject to VSMP. Exclude loop drive paved/gravel surface area for this particular calculation. Include
parking lot, new structures, and any new or re- developed impervious surface.
23. VSMP permit application review (if project not exempt) requires drainage divides /maps, soil types, VRRM
spreadsheet (Re- development), and may include Energy balance (9VAC25- 870 -66).
24. Note: Additional VSMP review comments reserved for VSMP permit application review.
