RE: SDP201400072 University of Virginia Physicians Group — Minor Amendment
Dear Sir:
Your Minor Amendment application has been reviewed. In order for the amended site plan to be
approved the following revisions are required:
1. [Comment] This application is now being processed as a Minor Amendment; revise the cover sheet
and reference SDP200800130 as the original site plan that this application amends.
2. [Comment] Provide a list of all proposed changes on the Cover Sheet.
3. [32.5.2] The plan provided is difficult to read as no boundary lines are shown and the match -lines are
hard to see. Please provide a more legible plan; a 20 scale plan could fit on the sheet with no match -
lines.
4. [32.5.2(a)] Show the closest boundary line(s) and provide a dimension between the line and the
proposed improvements (or show the required setback line).
5. [32.5.2(a)] Add Entrance Corridor (EC) to the Zoning note.
6. [32.5.2(a)] Add a note indicating this parcel is subject to ZMA199400003 and list the proffers.
7. [32.5.2(b)] Label and clarify the intended use of the building addition.
8. [32.5.2(b)] Provide the maximum height of the building addition.
9. [32.5.2(b)] Revise the parking note to include information about how many spaces are being
removed in addition to those provided.
10. [32.5.2(e)] Show and label any existing landscape features as described in 32.7.9.4(c). Make sure all
required landscaping in the project area from the original Site Plan is shown.
11. [32.5.26,k,l)] Verify that the location(s) and dimensions of all existing or proposed utilities and utility
easements including water, sewer, drainage, telephone, cable, electric and gas are shown on the
plan. Provide the Deed Book and Page reference for any existing easements. Any proposed
easements should be labeled with the intended owner.
12. [32.5.2(n)] Provide dimensions for all existing and proposed improvements including the travelways,
walkways, building addition and other paved areas.
13. [32.5.2(n)] Clarify if the sidewalk connection to the eastern side of the building is being replaced. It
is not shown on the layout sheet, but it does appear to be present on the landscape sheet.
14. [32.5.2(n) & 4.12.16(c)] Access aisles adjacent to 9' wide parking spaces must be a minimum of 24'
wide; verify that all parking aisles are 24'.
15. [32.5.2(n) & 4.12.17(c)] Indicate if the travelway that goes under the canopy is meant for one -way or
two -way traffic. If one way, provide markings and signs. If two -way, it must be 20' wide minimum.
16. [32.5.2(r)] Provide a legend showing all symbols and abbreviations used on the plan.
17. [32.6.20) & 32.7.9.5] It appears that three street trees are being removed and are replaced with five
Magnolia stellata. Street trees should be selected from the "Large Deciduous" tree category on the
County's Approved Plant List. Magnolia stellata is listed under "Small Ornamental ", so this selection
doesn't technically meet Site Plan landscape requirements. However, if the ARB finds this species
acceptable, then it will be accepted for Site Plan requirements as well.
18. [32.6.20) & 32.7.9.6] An area of at least 5% of the paved parking and vehicular circulation area shall
be landscaped with trees and shrubs. Provide a note indicating how much internal landscaped area
is removed and how much is included in the revised design. If there is a net loss, provide information
showing the 5% requirement is still being met for the overall site.
19. [32.6.20) & 32.7.9.6] One large or medium shade tree (as listed on the County's Approved Plant
List) is required for every ten parking spaces. Provide a note indicating how many `parking lot' trees
are being removed and how many are included in the revised design. If there is a net loss, provide
information demonstrating that the one tree per ten spaces requirement is still being met for the
overall site.
20. [32.6.20) & 32.7.9.8] The tree canopy requirement for this site is 10 %. Provide a note indicating how
much is removed and how much is included in the revised design. If there is a net loss, provide
information showing the 10% requirement is still being met for the overall site.
21. [32.6.20) & 32.7.9.4] There are a few inconsistencies between plant call -outs, planting design and
the numbers provided in the plant schedule. The plant schedule lists 23 Buxus microphylla, while the
call -outs indicate 25 are provided and the actual symbol count is 24. The plant schedule lists 50
Spiraea japonica, while the call -outs indicate 49 are provided and the actual symbol count is 50. It
appears the numbers provided in the plant schedule for both Adiantum pedatum and Hemerocallis
also do not match the numbers provided in the call -outs. Please verify numbers and make sure that
all symbols, call -outs and the plant schedule are consistent.
22. [32.6.2(k) & 4.17] Is any outdoor lighting proposed? If so, all lighting (including bollards and building
mounted fixtures) must be shown on a lighting plan that includes a photometric plan, luminaire
schedule and cut sheets for each proposed fixture.
23. [Comment] This amendment cannot be approved until ACSA, VDOT, Engineering and Fire /Rescue
complete their reviews and grant their approval; comments will be forwarded upon receipt.
Inspections has reviewed the plan and has no objection. ARB comments have been provided.
Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The
Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's
website which may be found under "Departments and Services" at Albemarle.org.
In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit
a revised final site plan to address all of the requirements within six (6) months after the date of this letter
the application shall be deemed to have been voluntarily withdrawn by the developer.
