Commissioner December 10, 2014 Mr. Max Greene County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SP -2014 -00197 Dear Mr. Greene, We have reviewed the Road PIan Amendment for the Hyland Ridge subdivision, as submitted by Dominion Engineering, with a signature date of November 21, 2014 and offer the following comments: 1. If 20 mph design speed is utilized, a 20 mph advisory speed limit sign shall be posted along with any other horizontal or vertical curve warning signs as warranted (see table 1- Curb and Gutter Section Notes in Appendix B(1)- Subdivision Street Design Guide). 2. The following note should be added to the plans: Stockpiles material shall be tested and inspected by VDOT prior to placement within the ROW. 3. Representative soil samples for CBR test shall be taken to ensure that properly compacted subgrade soil will produce a stable platform for pavement construction. The compaction shall be 100 percent of the standard proctor. 4. Stone sewers that are to be maintained by VDOT shall be bedded and backfilled in accordance with PB -I of the VDOT Road and Bridge Standards. 5. Underdrains (UD -1) should be shown on the road typical section, the location of crossdrains (CD -1) should be shown on the profile and their VDOT standard details should also be provided. 6. Safety slabs (SL -1) shall be required as part of the drainage design for manholes and dropinlets with heights greater than 12'. Also steps (ST -1) shall be required with heights greater than 4'. 7. Slopes that incur uniform velocities in excess of 10 fps should be avoided because of the potential for abrasion. S. Storm structures such as D -125 and D -118 should be located outside of the ROW and shall be privately maintained. 9. Errors have been found for the following pipe lengths (Plan vs. Profile): D -103 thru D- 101, D -106 thru D -104, D -125 thru D -124 10. We feel that it is acceptable for lot drainage to sheet flow over the curb, provided that the downstream curb inlets are adequately sized to carry the extra Q. If grate inlets are necessary the 10 yr WSE should be provided to insure that the water will not overtop into the road. 11. HGL's should be provided. 12. Ditch computations for the 10yr and 2yr storm events should be provided to ensure that the ditches, within VDOT ROW, contain the 10yr storm and achieve a minimum freeboard of 18" and to ensure they are properly lined. A typical cross - section of the proposed ditches should also be provided. 13. Multiple runs of storm sewer are reaching their maximum allowable height of cover for HDPE pipe. 14. Standard 13I -313's have a maximum depth of 8'. The profiles should be updated to reflect the structure depths. 15.
