I didn't expect this. You may want to discuss with Bill —we must streamline: limit review to block 12 /Lot 1 -7 final site plan, block 12 WPO plan, limited section of Claremont Lane (block 15 road/phase 1, per AM meeting plans), and SWM /ESC control for runoff (future bioretention) or land disturbance (ESCP) associated with Claremont (via block 12 WPO). Make sense? If not for WPO shortfall, this may have worked, but I cannot approve. Is it possible to show hatching as discussed earlier today? The labels are perfect. Hopefully all of the previous confusion with the phase lines will be cleared up now. The inlet and storm pipe that is located in the corner of Lot 7 (STR #13 to STR #41) is actually included in the Block 15 Road & Utility Plans (I don't think I made that very clear when we spoke on the phone earlier). The other storm sewer system that is located on the western end of Court Mont Way (STR #11 to STR #7 /temp. outfall) is private and does not need to be reviewed by VDOT. You, Troy, and JT spoke with me at length, which was very helpful. I spoke with Raleigh (RGA) a while ago. She will add labels to clarify block 15 road plan phase lines we did not understand earlier. The lines relate to Phase 1 /ACSA 12" waterline installation. There will be no block 12 road plan (Phase 1 or future) since block 12 as proposed includes no public RW. Please review block 12 site plan as you would any site plan, comment as appropriate. Inlet, pipe, pavement design must meet VDOT standards on Court Mont Way. Engineering will compare design with prior block 12 road plan comments. Nothing should slip past us, and past review comments remain relevant. Once Shelly makes slight revisions to phase lines on block 15 road plans, portion of Claremont required to develop block 12 Lots 1 -7 should be more clear. Raleigh gently reminded me there is no need for road plans for block 12 since there is no public RW. There will be public drainage easement, Lot 7, private drainage easement, Lot 1 (block 12 Phase 1 final site plan / final plat). All design features required for agency /departmental reviews are present (or available, RGA). I have spoken with Johnathan, who understands. As Chris notes, phasing is less than ideal, yet it works, and has been discussed with County Engineer. I just wish I had been more helpful to you earlier today. Jeremy, Robbie, please provide block 12 site plan review comments to Johnathan Newberry, and block 15 road plan comments to Applicant and me as soon as possible, especially need approvals —1 know you will. thank you! All: Once block 15 (both phases) road plan is approved by all parties, ACCD will prepare block 15 Phase 1 subdivision/road plan bond estimate, which will be bonded. ACCD will prepare block 15 Phase 2 subdivision/road plan bond estimate, which cannot be bonded until there is an approved WPO plan for treatment and detention of storm runoff from Phase 2 roads, block 15 development. ACCD is close to approving WPO plan for block 15 Phase 1 road plan, and block 12 site plan development. Shelly, please comment on block 12 site plan as you would any site plan. Thank you! I believe that all of the reviewers are onboard with 'making it happen', and I wanted to remind you all of our goal. Currently, the plans have been revised to accommodate the VDOT and Engineering comments, as well as those of ACSA. This morning we met with John Anderson to bring him up to speed with the current revisions and timeline. Hopefully, we will be able to finalize these to his satisfaction, addressing all of the pertinent concerns by weeks end. With that said, referencing our recent meeting with Troy, we will be resubmitting the plans including all of the changes, and hope that VDOT will be able to assist us in expediting approval of the Block 15 Road Plans. Since we had a road plan in process, Block 15, we phased this construction to allow for the construction of 7 lots on Block 12. (portion of Claremont) At this point, we are clarifying the construction phasing between plans sets, but do not anticipate any additional design changes necessary for approvals. We recognize that the plan phasing /orientation is less than ideal, but in discussions with Glenn, the above process allows for the quickest possible approval timeframe, while providing the proper bonding mechanism needed by the county to obtain surety. As before, we will submit plans directly to you at the same time they are delivered to the county, so as to assist with your process review. Should you want to go over any of the changes to assist in expediting approval of these plans, please let me know, and I will make arrangements to do so.
