I understand this review is a courtesy, and University of Virginia property does not fall under our jurisdiction. 1. Normally, an access serving multiple uses is designed as a road, with minimum VDOT standards. In the rural areas this is typically 18' pavement width with 4' shoulders and a ditch section. The Zoning ordinance calls for this to be an access aisle with curb and gutter and a 20' minimum width. 2. The end of the access /roadway is unclear in that a continuation and T -type arrangement is shown, but it does not connect to anything. Please revise or clarify on the plan. 3. The purpose of the travelway surrounding the building is unclear, but it does not meet the travelway requirements of 18- 4.12.15 -17. Please design as a proper travelway if it is to be used by vehicles. 4. The parking areas does not meet the requirements of 18 -4.12. Parking lots of this size require curbing, and the entrance radii should be 25' or more. 5. It appears the parking area sheet flows to the southeast. Revise the plan so that the parking area drains to a stormwater treatment facility. 6. A certified engineers report should be completed prior to final site plan approval. (18- 4.14.5) This should include information regarding noise attenuation, lead abatement, possible stray bullets, etc. 7. The Office of Facilities Development should obtain a formal written statement from the University of Virginia regarding administration of the VSMP and SWPPP. If UVA is acting as VSMP authority, or DEQ, this needs to be stated. If they are handing over the administration to Albemarle County, there needs to be a formal agreement. In the latter case, a County WPO/VSMP application will be required. These details were not reviewed with this site plan, and such information, sheets 8 -15, must be removed from the site plan. In either case, approval of the VSMP documents and DEQ general permit coverage will need to be demonstrated prior to site plan approval. file: El_ fsp_ GEB _RegionalFirearmsFacility.doc
