Commissioner December 23, 2014 Mr. Christopher Perez Senior Planner County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SUB -2014 -00141 Dear Mr. Perez: We have reviewed the Fontana Phase 4C Sections l & 2 Road plans, dated November 4'h 2014, as submitted by Terra Engineering, and offer the following comments: I. At the intersection, of Via Florence and Belluno Lane, the returns of the curb should flare out to direct the flow into the ditch line. The curb must be nosed down and a 2' gravel shoulder should tie into the existing shoulder. 2. Storm structure D4, along with the pipe which ties into D3, should be removed and a culvert should be placed under the entrance. This will allow the ditch to continuously flow rather than be diverted into the Bio- retention pond. 3. The outfall and outlet protection for the bio- retention pond should stop just outside of the ROW so it will not interfere with the ditch drainage. 4. The text for the driveway slope on lot 6 does not represent the grading (the text appears to be hidden under the spot elevation) 5. The left Iine of sight appears to hit the existing grade, therefore, does not have a clear line of view. Consider adjusting the 4 %--2% vertical curve combination at the landing to a single 2% vertical curve. 6. Slopes that incur uniform velocities in excess of 10 fps should be avoided because of the potential for abrasion. Ie: YD2, D5, YD 12 & YD 13 7. The WP -2 (Asphalt Construction Joint) detail should be added to the plan. 8. The Iatest CG -12 details should be added to the plan set. The latest revision is 7.111. 9. The latest CG -1 1 detail should be added to the plan set. 10. The surface and base material callouts, on the road typical section, should match the pavement design. 11. A note should be added stating that all materials and construction methods shall conform to current specifications and VDOT standards. 12. The access to the bio- retention pond should be relocated somewhere between storm structures D5 and D2. A CG -913 should also be installed rather than the mountable curb (CG -7).
