This project is denied. The rationale is given in the comments below. The application may be resubmitted for approval if all of the items below are satisfactorily addressed. The VSMP application content requirements can be found in County Code section 17 -401. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17 -405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1) Include the registration statement in the SWPP booklet. Comment addressed. For future submissions, please use the Albemarle County SWPP template. It can be found in the following link: http : / /www.albemarle.org/dgptfonns .asp ?department= cdengwTo B. Pollution Prevention Plan (PPP) The PPP content requirements can be found in County Code section 17 -404. 1) Include an 11 "x 17" Pollution Prevention Plan map showing concrete washout, porta johns, fueling stations, and trash containers. This will be marked up by the contractor as construction of site progresses. Comment addressed. C. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25- 870 -108 requires the VSMP authority to approve or disapprove a SWMP. This plan is disapproved, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17 -403. 1) Please provide a new VSMP application. See attached letter from Glenn. Comment addressed. 2) Please include LOD on title page of plans. This should match the registration statement. Engineering Review Comments Page 2 of 4 Comment addressed. 3) Please use the redevelopment VRRM. Show a map delineating areas used for each tab in the VRRM for quality requirement check. Note that the project site area is typically used. Comment addressed. 4) A vehicle maintenance facility is designated as a hotspot area under table 8.10 of VA DEQ Stormwater Design Specification No 8. The use of permeable pavers is restricted on the site. Comment addressed. 5) Please remove note on title sheet that says "stormwater volume control is not necessary." Comment addressed. 6) Provide channel protection analysis. See 9VAC25- 870 -66, Water Quantity. Use all contributing drainage area to the point of analysis. Comment not addressed. Show you meet energy balance equation for the 1 yr 24 hour storm at the end of the channel /SCC. 7) Please address the following for the filtering practice: a) When looking at water quality, the area to use is the project site area. Please revise VRRM spreadsheet. b) When working with filtering systems you will need to submit a geotech report per spec no 12. See section 6.2. Also, there should be a 2' separation between the bottom of the filtering system and the seasonably high water table. c) Please include table 12.3, Filtering Material Specifications on the plan from section 6.7. d) The pretreatment area appears to be a forebay and the surface area is larger than required. A 25% minimum of total treatment volume is required.The rest of the required storage volume should be within the filtering chamber /area. Please revise as the pretreatment layout shown will more than likely bypass the filtering chamber. I recommend rotating facility and revising layout so filtering system is after forebay. Also, show a forebay with a bypass channel to the SCC -1. See Section 6.3. e) The filtering facility surface area should be at a minimum 2% to 3% of contributing drainage area. f) The filtering system should drain within 40 hours after a storm event. See section 6.4, Conveyance and Overflow. g) There is a steel plate between the pretreatment area and the filtering facility. Please revise. There should be a non - erosive spillway that distributes the flow evenly over the filtering practice. See Section 6.3. h) An observation wells /cleanouts should be provided within the filtering facility. See section 6.6, Maintenance Reduction Features. i) Please label geotextile fabric as non -woven filter fabric on details. Also provide a non -woven filter fabric between topsoil and filter media. See section 6.5, Filter Media and Surface Cover [Surface Cover]. Applicant decided to use a different BMP. Engineering Review Comments Page 3 of 4 8) Show 3:1 slopes for pretreatment cell to match detail of BMP. Revise all sheets showing grading. 9) It appears you will need to use 11" stone as a minimum for riprap lining of SCC on 16% slope. See appendix 3.19 -a of VESCH. Please revise. Also, dimension SCC beneath stone lining. Show detail to scale. The size of riprap will be larger than depth of stone shown. 10) Show outlet protection for pipe discharging into pretreatment cell. See gravel diaphragm detail with 2" lip in spec #9. 11) Match filter media elevation with pretreatment elevation or raise pretreatment elevation. 12) Show bypass flow for larger storms. This will overtop wall as proposed. 13) Show geotextile liner on sides of biofilter. See spec #9. 14) Lay a 2 to 4 inch layer of sand over a 2 inch layer of choker stone (typically #8 or #89 washed gravel), which is laid over the underdrain stone. 15) Show pipe and outlet protection in biofilter detail. Show detail to scale. 16) Show biofilter plantings in plan view. D. Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1- 44.15:55 requires the VESCP authority to approve or disapprove an ESCP. 1) This plan is approved. The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re- submittals please provide 4 copies of the complete permit package with a completed application form. All revisions to calculations shall be resubmitted, signed, sealed and dated. Engineering plan review staff are available from 2 -4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2 -4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. Engineering Review Comments Page 4 of 4 After DEQ coverage is issued, via the coverage letter, the County can hold a pre - construction conference. Applicants will need to complete the request for a pre - construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre - construction conference will be scheduled with the County inspector. At the pre - construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
