The following are provided for information only and are not the reason for disapproval of the subdivision
plat (disapproval letter was provided on 1/14/15 and is also attached to this memo). The following comments
are those that have been identified at this time. Additional comments or conditions may be added or
eliminated based on further review. (Each comment is preceded by the applicable reference, which is to the
Subdivision /Zoning Ordinances unless otherwise specified.)
1. [14- 232(B)(2)] Two lot subdivisions. A two -lot subdivision must contain only two lots and if served by a
private street, the private street must serve only those lots. The private street serving this subdivision,
Holly Hill Farm, appears to be serving three lots: proposed Lot 1A, Lot 1B and the portion of the
portion of TMP 40 -9 to the west of the proposed division. Therefore, this division is considered a final
subdivision of 1 -9 lots. Submit the proper fee and fill out and sign the final subdivision application and
checklist for 1 -9 lots. The fee for a 1 -9 lot final subdivision is $1000. Subtracting $540 that has already
been submitted for the two lot subdivision, the amount owed is $460.
2. [14 -306] Authorization of private streets. Per section 14 -232, Planning Commission approval is
required for the authorization of a private street to serve more than 2 lots. If authorization of Holly
Hill Farm as a private streets has not been previously approved as provided by section 14 -234, the
subdivider shall submit the information required to support authorization under the applicable
requirements of sections 14 -232.
3. [14- 412(2)] Private street standards, streets serving three to five lots. The proposed private street
appears to be serving three lots, proposed Lot 1A, Lot 113 and the portion of TMP 40 -9 to the west of
the proposed division. The private street must meet standards for private streets serving 3 -5 lots as
required by this section and road plans must be approved prior to the approval of the proposed
division.
4. [14- 302(A)(2)] Vicinity map. Provide a scale for the vicinity map. Scale should be 1 inch equal to 2,000
feet.
5. [14- 302(A)(4)] Private easements. Provide the width of all Holly Hill Farm private street easement.
6. [14- 302(A)(12)] Topography. Show existing topography and source of topography.

7. [14- 302(8)(2)] Name of plat preparer. Include the name and seal of the person who prepared the plat.
8. [14- 302(8)(7)] Reservoir watershed; agricultural forestal district. Include a notation as to whether the
land is within a water supply watershed or an agricultural - forestal district. The parcel is within the
Beaver Creek Reservoir Water Supply Watershed and is within the Sugar Hollow Agricultural - Forestal
District.
9. [14- 303(D)] Acreage of lots. Provide the acreage of the lot prior to division.
10. [14- 303(E)] Dimension standards. Provide linear, angular, and curvilinear dimensions of Holly Hill Farm
private street.
11. [14- 303(R)] Parent parcel access. Include the flowing statement "All subsequent divisions of the
residue shall enter only onto such street(s) shown on the approved final plat and shall have no
immediate access onto any public street."
12. [14 -310] Health director approval. This division requires Health Director Approval of onsite sewage
systems. Staff is still waiting to receive VDH approval.
13. [14 -316] Approval of entrance onto public streets. Provide evidence of VDOT approval of entrance onto
White Hall Road.
14. [14 -317] Instrument evidencing maintenance of certain improvements. A private street maintenance
agreement is required for the portion of Holly Hill Lane serving proposed Lot 1A, Lot 1B and the
portion of the portion of TMP 40 -9 to the west of the proposed division. Submit an instrument for
review assuring the perpetual maintenance of the private street, as required by this section. A sample
