We have reviewed the Chick -fil -a final site plan, as submitted by Horton & Dodd, P.C., on
December 11. 2014, and offer the following comments:
1. VDOT has no objection to the site plan as submitted.
2. The proposed traffic signal will be handled under a separate permit and the
maintenance of traffic plan will be required prior to issuance of the permit.

The Planner for the Planning Services Division of the Albemarle County Department Community
Development will recommend approve the plan referred to above when the following items
have been satisfactorily addressed. (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based
on further review.) [Each comment is preceded by the applicable reference to the Albemarle
County Code.]

1. The Tree Conservation checklist must be signed by the owner. The owner's signature
piece is missing from the sheet.

The Final Site Development Plans for Chick -Fil -A submitted 21 July 2014 have received Engineering Review. The
plans do not appear to meet Albemarle County minimum checklist items for engineering approval. The following
items will be adequately addressed prior to Engineering recommending approval of the site plan.
1. Water Protection plans will be approved prior to final site plan approval. See WP0201400072 for
information on Water Protection Plan Approval.
2. VDOT approval is required prior to final site plan approval.
3. ASCA approval is required prior to final site plan approval.
4. The following items are from the initial site plan review that do not appear adequately addressed:
a. The travel way grade from Route 250 East bound lane appears to be @ 12.5 % on the profile and
up to 16.5% on the plan view. Please coordinate the plan and profile to match for adequate
review.
b. Could not locate the note for "Low Maintenance Ground Cover on Slopes 3:1 and Greater ".
Please clarify location on plan for adequate review.
c. Proposed 542 contour line does not appear connected to the existing 542 contour on the Northwest
side of the site along the proposed stairs.
d. Please remove unused details from plan. The angled parking detail is an example.
5. Please provide a Luxor road section at station 10 +75 or 11 +00 for clarification of proposed road
construction.
6. Please state the proposed speed limit for Luxor Road Extension on the plans. Per the Clear Sight Distance
Triangles and the proposed slope of the inbound lane from Route 250 it appears to be a 15 mile per hour
road.
7. Stormwater Management Agreement is required to be recorded in the Clerk of the Court.

Dear Mr. Dodd:
At its meeting on Monday, April 7, 2014, the Albemarle County Architectural Review Board took the
following actions:
Regarding the Initial Site Plan
By a vote of 5:0, forwarded the following recommendations to the Agent for the Site Review Committee:
Regarding requirements to satisfy the design guidelines as per § 18- 30.6.4(2), (3) and (5): None.
Regarding recommendations on the plan as it relates to the guidelines: None.
Regarding recommended conditions of initial plan approval: A Certificate of Appropriateness is
required prior to final site plan approval.
Regarding conditions to be satisfied prior to issuance of a grading permit:
• Coordinate proposed grading and tree protection fencing to ensure the health of the three
maple trees to remain in the right -of -way along the EC.
• Provide evidence of grading and planting easements.
Regarding the final review of the site and architectural design
By a vote of 5:0, the Board voted to grant approval of the Certificate of Appropriateness, pending staff
administrative approval of the following conditions:
1. Provide VLT and VLR values for the window glass showing that visible light transmittance (VLT)
shall not drop below 40% and visible light reflectance (VLR) shall not exceed 30 %.
1. Revise the elevations to correctly identify north, south, east and west. Assume Rt. 250 runs east -
west.
2. Indicate the type of glass proposed for the service yard door.
3. Provide the dumpster details on the site plan.
4. Indicate the height of the transformer located northeast of the building. Ensure that visibility of the
transformer from the EC will be eliminated.
5. Add the mechanical equipment note to the site plan: "Visibility of all mechanical equipment from the
Entrance Corridor shall be eliminated."
6. Revise the photometric plan using a maintenance factor of 1.0 for all fixtures.
7. Revise the photometric plan so that spillover does not exceed .5 fc at the north, east and south
property lines.
8. Revise the fixture schedule to specify "down light only" for the OL fixture.
9. Revise the photometric plan to reduce light levels under the canopy to 20 fc maximum.
10. Reduce light pole height to 20' maximum, including bases.
11. Add the standard lighting note to the plan. "Each outdoor luminaire equipped with a lamp that
emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded
to reflect light away from adjoining residential districts and away from adjacent roads. The
spillover of lighting from luminaires onto public roads and property in residential or rural areas
zoning districts shall not exceed one half footcandle."
12. Coordinate the quantity of AXGK shown on the plan with the number listed in the schedule.
13. Revise the plan to show the proposed treatment for the area of N. Pantops Drive that is to be
demolished.
14. Coordinate green screen locations and plants among all drawings.
15. Provide a detail for the wall- mounted green screens.
16. Clarify /coordinate the proposed planting with the gas line along the EC side of the property and
the storm pipe northwest of the building.
17. Increase the size of the shrubs on the south and west sides of the building to 24" high at planting,
minimum.
18. Provide evidence of grading and planting easements.
19. Increase the size of the Zelkovas at the interior of the parking lot to 2'/2" caliper minimum at
planting.
20. Provide for review a sample of the block proposed for the retaining wall.
21. Add details to the plan to clearly show that the proposed planting can be accomplished with the
proposed retaining wall block system.
22. Coordinate proposed grading and tree protection fencing to ensure the health of the three maple
trees to remain in the right -of -way along the EC.
Regarding condition #14, the ARB also clarified that the renderings show the accurate locations of the green
screens.
Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision
dates on each drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting
the changes in the drawing with "clouding" or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staff's review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued. If you have any questions concerning any of the above, please feel free to call
me.
