Commissioner February 4, 2015 Ms. Ellie Carter Ray Senior Planner County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SDP -2013 -00063 Cole's Import Specialists Dear Ms. Ray: We have reviewed the final site plan for Cole's Import Specialists dated 12-2.13 with revisions dated 10.30.14 and 1!9.15 as submitted by Meridian Planning Group, LLC and offer the following comments. 1. The proposed entrance reflects the requests by VDOT for a right- in/right -out entrance. 2. The left -turn arrow currently shown in the center lane of Rio Road should be eradicated. 3. Sheet 4 of 10 shows a TC spot elevation of 29.6 at the potential inter - parcel connection with TMP 45- 1 OOA. However, the elevation at the property line approximately 4' from this Iocation is approximately 527.47. 1 question the ability of parcel 45 -100A making this connection upon development within the casement shown on the site plan. Additional casement should be provided to allow for this connection or the pavement and curbing should be constructed all the way to the property Iine as part of this site development. Maintenance of Traffic Plan I. TTC -16 references various notes on the detail. The page from the VA Work Area Protection Manual that has these notes should be included on the plan. 2. The location of the Shadow Vehicle in relation to the work area should be shown on the plan. 3. The buffer space begins at the shadow vehicle as shown on the TTC. 4. Per Table 61-1-3, the length of the buffer space is 250' to 260' for a posted speed limit of 35 mph. 5. The length of the channelizing taper and shoulder taper needs to be dimensioned in accordance with the table on page 61-1-38 of the VA Work Area Protection Manual. 6. Per note 2 on page 61-1-38 of the VA Work Area Protection Manual, the spacing between the signs should be between 350' and 500'. While we have some flexibility on the spacing of these signs, 100' is too close. 7. The Maintenance of Traffic Plan will need to be approved by NWRO staff prior to site plan approval.
