Dear Mr. Franklin:
Department of Community Development has reviewed the above referenced site plan (dated 2- 17 -15) against
applicable codes and ordinances. Comments are provided below:
1. [32.5.3(a), 32.4.2.5] This application was reviewed against Site Development Plan requirements only.
As proposed this project also requires a Special Use Permit for outdoor storage area in the Entrance
Corridor prior to approval. Rev 1. Comment acknowledged by applicant. Special Use Permit is
applied for and is under review. Because this project is tied to a Special Use Permit which
relates to the "use ", the initial site plan cannot be approved till the SP is approved. Please
request deferral of the initial site plan till the BOS approves the Special Use Permit. You can
request to defer the initial site plan for a period of up to 6 months pursuant to Section 32.4.2.5
of County Code.

10. [32.5.2 (in) & (n), 4.12.17(b)] Entrances. "Entrances to parking areas from public streets or private
roads shall be designed and constructed in accordance with Virginia Department of Transportation

12. [32.5.2(a)] Being this site is located in the Entrance Corridor (EC), approval from the Architectural

16. [32.5.2(a)] On sheet 1, under Waiver /Special Exception Request assure that the required Special
Exception to modify the requirements of Section 5.1.52 from providing a fence to providing
landscaping per ARB guidance is listed on the sheet. As noted by Zoning's comment below please
make this special exception request in tandem with the Special Use Permit for the outdoor storage area.
The applicable fee is $425. Rev 1. The Special Exception is being processed by Margaret
Maliszewski with the Special Use Permit.

20. [32.7.9.6] Landscaping within a parking area. An area of at least five percent of the paved parking
and vehicular circulation area shall be landscaped with trees or shrubs with at least one large or
medium shade tree per ten parking spaces or portion thereof. This requirement appears to have been
met with the landscaping shown on the initial site plan. Please provide calculations to show this
requirement has been met with the final site plan. Rev 1. Comment still relevant and shall be
addressed prior to final site plan approval.

Additional Comments
23. [32.7.9.7(a)1] Screening. Commercial and industrial uses shall be screened from residential uses
when deemed necessary by the agent... The proposed use abuts a residential use, specifically open
space associated with Willoughby subdivision, beyond the open space area are homes associated with
Willoughby. The Agent has considered the proposed use from the Willoughby vantage point and has
determined it to be highly visible during the winter months due to the lack of vegetation at the rear of
the site and the type of vegetation (deciduous trees) on the Willoughby properties. The Agent has
determined that screening shall be required /provided along the rear of the property pursuant to section
32.7.9.7. Based on the topography of the site and the height of the proposed vehicles being stored staff
recommends a twelve (12) foot tall wooden fence for screening in place of the guard rail at the rear of
the property. The area of the building does not need to have a fence as the building provides adequate
screening. As you know there is a Special Exception request under review by the County to modify the
requirements of Section 5.1.52, if the Board of Supervisors approves the Special Exception for the
back portion of the parcel, the agent will not require the screening of the back portion of the parcel
under Section 32.7.9.7.
24. [4.12.15(g), 4.12.15(a), 4.12.16(d)] On sheet 1, under waivers and special exceptions, please omit
note #4 and #5 as these waivers have been denied by the County Engineer (see Max's comments
below). Also, because these waivers have been denied assure the final site plan is revised to depict the
required paved parking surface and the required curb & gutter. Also, assure the required parking
spaces are delineated onsite through either striping or signage.
25. [4.12.6] Based on discussions with Zoning, revise the required parking note on sheet 1 to provide
13 required spaces for employees; rather than for facility vehicles. The logic behind this determination:
if the employees are coming to the site to get work equipment and leaving their vehicles then that is
"assigned to work at the site". Revise appropriately.
26. [Comment] Throughout the plan it is noted that an adjacent parcel, TMP 76M2-1 -D is listed as being
located in the "City of Charlottesville ". This is incorrect, as the parcel is located in Albemarle County.
Revise appropriately.
27. [Comment] On the plan please depict and label the four or five existing deciduous trees on TMP 77 -8
which are located along the creek and halfway up the slope down to the creek. While these plantings
do not provide adequate, screening the site plan should reflect the existing conditions onsite.

1. The septic permit has been approved for this site.
Zoning — Rebecca Ragsdale
1) Parking space requirements appear to be addressed on the plan although parking note on the cover sheet
should be revised to be 13 required spaces for employees. If they are coming to the site to get work
equipment and leaving their vehicles then that is "assigned to work at the site ".
Contractor's (construction office, shop, equipment storage and materials yard): One (1) space per
employee assigned to work on -site plus one (1) space per facility vehicle.
2) Delineation of parking spaces. Parking spaces shall be delineated in a manner that identifies and
preserves the required dimensions by paint striping, signage, or by another means approved by the zoning
administrator. The zoning administrator may authorize that bumper blocks or posts be used to delineate
parking spaces on surfaces that are not conducive to paint striping. The wheel stops shown are adequate to
meet this requirement as long as the County Engineer grants the 4.12.15 waivers.
3) Requirements of 5.1.52 apply, but if alternative designs are proposed that better achieve screening and
meet ARB requirements, a waiver /modification should be processed with SP 2014 -19. The request for a
waiver only addresses screening from Avon St. but the ordinance section is applicable to other property
lines as well 'including the rear property line adjacent to Willoughby.
Engineering — Max Greene
1. County Engineer is not inclined to approve a waiver for gravel for commercial parking areas. [18-
4.12.15.a]
2. County Engineer requests curb be extended to the Stormwater facility. [18- 4.12.15.g]
3. SWM facility needs a pre - treatment due to potential contaminants from stored vehicles and the
steepness of slope and lack of sheet flow to stream.
4. Parking spaces should be protected with a minimum Y wide island [18- 4.12.15.f]
5. Entrance slope appears to exceed 10% on the inside of the exit lane. proposed contours will need to be
moved around to meet the 10% requirement. [18- 4.12.17.a]
ACSA — Alex Morrison
I have reviewed the plan and hereby recommend approval with the following final site plan requirements:
• Update the ACSA General Water and Sewer Conditions (attached document dated Feb 6, 2013).
• Per the Fire Marshall (3 /11/15) no FHA will be required for this project.
• No utility construction review submittal is required for the ACSA due to the removal of the FHA
requirement.
• The ACSA is unable to locate the note for backflow protection. Update the note so it is located on
Sheet 3 where the waterline enters the proposed building.
• Remove the proposed flowering dogwood located 6' north of the proposed water meter. No trees
shall be located within 10' of the proposed water meter.

Dear Mr. Perez:
We have reviewed the initial site plan for Virginia Asphalt Services dated 12/1114 with revisions dated
21:17114 as 'submitted by Terra Concepts, P.C. and offer the following comments:
1.....On sheet.. 3.. of.6,Ahere is a. note :referencing a- .12:1- .taper- for.the proposed entrance. The .taper is M
actually drawn as a 4:1 taper.
2. On sheet 3 of 6, there is note referencing a VDOT GR -9 end treatment, however, the plan does
not appear to show the end treatment in plan view.
3. The proposed trees to be added as part of the landscape plan should be located 5 feet behind the
guard rail and at a minimum, outside of the deflection area for the guard rail.
4. A guard rail warrant should be provided for this site plan.
5. There is a note on sheet 3 of 6 indicating that the striped median will be restdped as a left turn
lane. This will need to be approved by NWRO. The proposed left turn lane will have a short
storage area and will share a taper with a left turn lane traveling south on Avon Street Ext. This
request has been forwarded to NWRO and I am awaiting comment from the Area Traffic
Engineer.
6. It needs to be demonstrated that the longest vehicle combination, i.e. a truck and trailer, that will
use the entrance can stop in the entrance to open the gate without impacting the traffic of Avon
Street Ext. It may be necessary to move the gate further into the site.

ACSA GENERAL WATER & SEWER CONDITIONS
1. WORK SHALL BE SUBJECT TO INSPECTION BY ALBEMARLE COUNTY
SERVICE AUTHORITY (ACSA) INSPECTORS. THE CONTRACTOR WILL BE
RESPONSIBLE FOR NOTIFYING THE PROPER ACSA OFFICIALS AT THE
START OF THE WORK.
2. THE LOCATION OF EXISTING UTILITIES ACROSS THE LINE OF THE
PROPOSED WORK ARE NOT NECESSARILY SHOWN ON THE PLANS AND
WHERE SHOWN ARE ONLY APPROXIMATELY CORRECT. THE CONTRACTOR
SHALL, ON HIS OWN INITIATIVE, LOCATE ALL UNDERGROUND LINES AND
STRUCTURES, AS NECESSARY.
3. ALL MATERIALS AND CONSTRUCTION SHALL COMPLY WITH THE CURRENT
