This project is approved. A. VSMP 1) This project is exempt from a VSMP for the following reasons: Per section 17- 303(d), [a] land disturbing activity, for the purposes of a VSMP, is "a man -made change to the land surface that potentially changes its runoff characteristics including clearing, grading, or excavation[.]" This project is replacing portions of an existing paved road. The site runoff will increase due to a proposed sidewalk area, which is less than 10,000 s£ Also, this is a linear project. B. Erosion and Sediment Control Plan (VESCP) 1. Show outlet protection on TMP56 -64. Also, the culvert to TMP 56 -64 is existing. Please show that there is adequate channel. There should be a drainage easement through this property. [Revision 21 The peak discharge for the 2 year storm is less than lcfs. This project is approved with the condition that if TMP56 -64 does erode as a result of this increase, the county will improve the outlet protection to prevent further erosion of the property. 2. On sheet S -3, please use bold lettering for the following: "PERMANENT DRAINAGE ESMT," "5' TEMPORARY CONSTRUCTION ESMT, "and "PROPERTY ACQUISITION." Also, show a darker lineweight for the new property line. [Revision 21Comment addressed. On sheet S -3, please provide the following: a) Place a note for contractor to place inlet 6 is at lowest spot of vertical curve or label low spot with a spot elevation. [Revision 21Comment addressed. d) There is a 12" pipe being removed from an existing driveway, but it is not shown as being replaced when the driveway is repaved. Please clarify. Also show how the swale will be revised for runoff to enter str -5. [Revision 21 The applicant is removing the culvert. I commented previously to add culvert back for resident to have a standard entrance. Applicant mentioned this in not the primary access to the site. e) Show drainage easements within county property for the drainage swale. Show for two other private properties: TMP56 -64 and TMP56B -56. [Revision 21Drainage easements should be platted since these easement run with the land. This is a typical comment. There is a portion on County property. The swale is mostly on VDOT ROW, but the county will need to maintain the DI -2 and the depression. f) Show check dams instead of silt fences near the two outlet protection. Show downstream of proposed outlet protection. That way you can reuse stones from check dam for the outlet protection when ready to stabilize swale. [Revision 21Comment addressed. 4. On sheet S -6, move DA 3 notes so that it is legible. [Revision 21Comment addressed. 5. The profile notes for the structures are difficult to read. Please clean up notes or reduce lineweight. [Revision 21Comment addressed. Process; You may contact the Department of Community Development to arrange a pre - construction meeting with a County Erosion & Sediment Control Inspector. Should the County Inspector find the limits of disturbance increased or the need for additional control measures required to protect the site, additional fees will be required. The VECP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re- submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2 -4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2 -4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre - construction conference. Applicants will need to complete the request for a pre - construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre - construction conference will be scheduled with the County inspector. At the pre - construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
