Please find review comments included in this letter. Review Comments Planning (Scott Clark) Thank you for the resubmittal. At this point, we have the information we need, except for a few minor matters. The conceptual plan will need a few minor changes, as discussed in the Engineering comments below. Another full resubmittal will not be necessary—please just make the noted changes and send me copies of the revised plan. The point here is to make the conceptual plan less specific about certain matters that are not critical to the decision about the overall use (e.g., driveway width, parking surface), so that no conflicts are created if those aspects need to change during the site plan review. It would be helpful if you could address the parking concerns in the Zoning comments below. After we have received that plan, we can work on a list of proposed conditions of approval for the Planning Commission to consider, and schedule the Planning Commission public hearing. Please note that I will be out of the office from April 3rd through April 13th. Zoning (Rebecca Ragsdale) The minimum number of parking spaces that must be available for camp sites is 6. Data was not provided in this submittal regarding anticipated number of visitors to the playscape, event attendees or employees. The previous submittal did indicate parking needs were determined based on usage at Byrom Park next door. However, the camp will be primarily by reservation and playscape attendance managed as not to exceed parking capacity. I believe the site will need both parking areas (total of 30 spaces required) and if becomes popular in the future, perhaps designate an additional spot for overflow parking if needed. Engineering (John Anderson) As for trails on critical slopes, Engineering does not object, if no proposed grading. Would like to confirm clearing only. Site Plan Access /parking (Engineering) comments will consider proposed width/material. (Gravel not immediately ruled out.) Recommend remove reference to Access /travelway parking material (gravel v. paved), and travelway width. (Address with SDP). If we have not received a response from you within 30 days, we will contact you again. At that time, you will be given 10 days to do one of the following: a) request withdrawal of your application, b) request deferral of your application to a specific Planning Commission date as mutually agreed to with staff, or c) request indefinite deferral and state your justification for requesting the deferral. If none of these actions is taken, staff will schedule your application for a public hearing based on the information provided with your original submittal. Please be advised that, once a public hearing has been advertised, only one deferral prior to the Planning Commission's public hearing will be allowed during the life of the application. The only exception to this rule will be extraordinary circumstances, such as a major change in the project proposal by the applicant or more issues identified by staff that have not previously been brought to the applicant's attention. As always, an applicant may request deferral at the Planning Commission meeting. Please feel free to contact me if you wish to meet or need additional information.
