Phil,
You asked about the possibility of fast tracking a ZTA to include RWSA to 30.3.05.2.1 That section was added to
the ordinance 7/1/81. 1 understand that RWSA was chartered in 1976. Therefore, we must assume that RWSA
was not included in the amendment for a reason. To amend the ordinance now would be more than a matter of
simply adding RWSA as a quick housekeeping "fix."

Phil,
I have reviewed the ordinance and discussed this with Ron and Amelia. We find that a project of RWSA does not
qualify as the by -right use right use listed in section 30.3.05.1.1 (6). Rather, it requires a special permit under
30.3.05.2.1 (2) or 30.3.05.2.2 (1).
30.3.05.2.1 BY SPECIAL USE PERMIT WITHIN THE FLOODWAY
The following uses or activities are authorized within the floodway by special use permit:
