Deletion of 18 -month time limit for
temporary construction headquarters and
provisions for consistent administrative
regulation of temporary construction
headquarters and temporary construction
yards.
Background
• Section 5.1.18.1 allows Construction
Headquarters to be located on a site until 30
days after completion of project.
• Section 5.1.18.2 restricts temporary construction
yards to a period not to exceed 18 months.
• Both of these uses are currently designated as
Mobile Office Trailer (MOTs) and are permitted
with a building permit.
Discussion
• The two uses are similar in purpose and impact
and should be administered consistently.
• The proposal shifts the review from a building
permit to a clearance process.
• For larger construction projects, the 18 month time
frame is not adequate, requiring requests for
modification of Section 5.1.18.2. This is the basis
of Mike Mathews' support of this ZTA.
Proposed Revisions
• Delete the 18 month limit for temporary construction
yards.
• Limit both the headquarters and the yards to a time
period limited to 30 days prior to commencement of the
project and a termination date 30 days after completion
of the project or end of active construction activity.
Replace "temporary permit" with "zoning clearance."
• Replace the phrase "within the recorded subdivision"
with the term "site."
Proposed Revisions, cont'd
• Combine Sections 5.1.18.1 and 5.1.18.2 into one
section, 5.1.18.
• The existing regulations are clarified and
reorganized to address duration, location and
maintenance for both headquarters and yards. The
separate regulations for screening of yards are
also retained.
• The proposed amendment does not include
separate definitions.
Recommendations
• Staff recommends approval of the Resolution of
Intent and asks the Commission to advise if it
recommends further revisions to the proposed
ZTA and to set this matter for public hearing.
