I believe this qualifies as unusual topography which gives the Commission sufficient reason to grant a 14 -404c waiver. The present driveway, around the critical slopes, is aesthetically pleasing to both lots and to the neighboring properties as it curves around a hill filled with established periwinkle and forsythia. There is no need for another driveway to access the vacant lot as 14 -404c requires. Another driveway will just make the vacant lot look crowded and will not be consistent with the rest of the neighborhood and street. In granting such a waiver and not requiring the standard, the commission is serving the public interest and the orderly development of the area - keeping the lots more uniform and visually pleasing with the adjacent properties and neighborhood. Otherwise, the adjacent properties and neighborhood will result in degradation.
