SUB2009 -13 Gillispie Prelim.
This Memo -to -File is to document repeated attempts to contact the applicant in reference to questions he
had about my comments dated 2/4/09. On May 26, 2009 the owner of the property, Brian Gillispie,
contacted me via telephone to discuss the comments I had issued on 2/4/09, and had re -sent to his
consultant, Steve Driver, on 5/14/09. Mr. Gillispie wanted to know from what code authority I issued
comment #4. I needed to do more research, so I told him I would get back with him.
I sent an email to my boss, Bill Fritz, to ask about how /why we require adjacent property owner agreement
when easements dedicated to them are relocated (email attached). We followed up with a meeting, and Bill
decided to do more research.
I attempted to call Brian back at 3:1lpm to let him know I would get back with him as soon as I had an
answer for him.
Bill returned his determination to me the following day, May 27`", 2009 (email attached) Due to my
schedule I was not able to attempt to call Mr. Gillispie back until Friday afternoon. I called the number
listed on the application (434)531 -2117 and did not get an answer or voicemail.
Shortly thereafter, Mr. Gillispie left me a voice mail and asked me to return his call. I noted the number he
wanted me to call back as 434 -532 -2117.
I called him back again on 6/2/09 and 6/3/09 (8:50am) trying both the number he left in his voice mail and
the numbers in City View (434- 295 -0343 and 434 - 974 - 7893.) I did not get an answer or voicemail at any of
these numbers.
On 6/10 I called 434 -531 -2117 and did not get an answer or voicemail.
On 6/12 I called 434 -531 -2117 and did reach voicemail, however the message said it was not receiving
messages at this time.
The applicant did not provide an email address on his application, and because I anticipated us needing to
have a conversation about the issues and next steps, I did not send him a letter via US Mail. Back in
February I had trouble reaching Mr. Gillispie, however I attempted to communicate with him through his
consultant, Mr. Driver. However, on our May 26`" conversation Mr. Gillispie informed me he is no longer
working with Mr. Driver. Thus, I have no other means to communicate with him.
As of today, the status of the application is that Comments #1 -3 and 5 must be addressed before approval
can be issued, however I have not had the opportunity to discuss with Mr. Gillispie Bill's findings
regarding Comment #4; Mr. Gillispie still needs to resubmit a revised plan and obtain required approvals.
