Subject: Tier 3 Groundwater Waiver
Ashley,
We have received your request to waive the requirements of Sec. 32.5:7. As outlined below, you have four
options. Before we proceed with a staff review of the waiver request, I want to be sure you understand all four of
your options: . I -
1. You may request a deferral of your application, which will give you time to complete and submit a7ier 3 study
in accordance with 32.5.7. If you wanted to, you could submit a study that covers both phase I and phase II of the
project, as long as it was broken down into two parts, each addressing the specific phase conditions. (Please note
that you will also be required to provide a Tier 3 with phase II anyway.)
.2. You do not submit a Tier 3 study or a deferral request by the time we have to act on the application, and we
deny the preliminary site plan.
3. You request the agent reviews the waiver request: Section '32.2(c) gives the agent authorization to review
waivers of the site plan, however it must first get the recommendation of the SRC,.Zoning Administrator, and
County Engineer. Therefore, this item would have to be re- advertised and taken to SRC. Keep in mind that like
any SRC item, it could be called up for Planning Commission review. (And, so you are aware, the agent has
never approved a waiver of 32.5.7.)
4. You may request the Planning Commission review your site plan waiver request in accordance with Sec. 32.2
(b). If you chose this option we will let you know the next date on which we can get it on the agenda.
Please let me know which option you and your client decide is best. As always, let me know if you have any

Thank you to County staff members for taking the time to meet with us in the past few weeks to share
comments on the South Plains Presbyterian Church Preliminary Site Plan submittal. Included you will find
a written response to staff comments that needed explanation as well as our updated Preliminary Site Plan
that reflects all of our responses. Anything not specifically covered in this letter can be found in the Site
Plan set.
We have provided an updated landscape plan with this submittal. This plan specifically covers the request
by the ARB to provide ornamental trees interspersed along the entrance corridor as well as the screening
trees along the rear edge of the church property that were a condition of the approved Special Lase Permit.
The Conservation checklist has been provided on this plan. It will be completed and signed for the Final
Site Plan approval.
We do not feel that a Tier III Groundwater Assessment is necessary at this time. We request that you waive
this requirement for the following reasons:

32-5-7 1. Section 17 -400 applies "to the establishment of land uses that will rely on privately owned wells
serving as the primary source of potable water..." The use of this property as a church is an
existing condition, thus it is already an established use.
2. The church membership is set to remain consistent with current numbers for Phase 1 of this
project. There is no projected increase in membership and no projected increase in water usage.
As evidenced by the size of the 2 -line drainfield, low usage is expected by the Health Department.
A two -line drainfield is typical for small churches. As explained previously, church usage . will
remain exactly as it is now since the number of people in attendance is regulated by the size of the
existing chapel. Beyond the typical Sunday usage, the church will only have a few small group
meetings throughout the month.
3. A Tier 3 assessment reviews usage rates for nonresidential or nonagricultural use of less than 2,000
gallons per day. Based on usage rates provided with the site plan, the total usage is less than 2,000
gallons per week. This rate of usage is well below normal household use.

4. The church and proposed fellowship hall are on a parcel that is almost S acres in size, and the
existing well is 140' from the nearest lot line, which is adjacent to a large field on the neighboring
farm, and is over 300 ft from any other existing structures.
Stormwater quality computations have been revised and BMP's are shown on this plan as requested.
We have not shown any changes to the existing parking lot. This is in accordance with our Special Use
Permit and Conceptual Site Plan that was approved by the Board of Supervisors. On sheet SP 4 it is clearly
denoted for Phase One — "Existing parking to remain as is ". Furthermore, it states that "parking lot
improvements as shown on this drawing and driveway to new parking" are part of Phase Two.
Please feel free to call me with any questions about this submittal. It is our hope that with these revisions,
our plan will be granted Preliminary Site Plan approval and any details can be settled with the Final Site
