Proposal: To construct two pump stations and Comprehensive Plan Designation:
sewer line (force main) to replace the Camelot Development Area ( Hollymead and Piney
Sewer Treatment Plant. ' Mountain Development Areas).
Character of Sites: The pump station site on US 29
is a wooded site with rolling topography. The
proposed sewer line (force main) is primarily located
internally on the site of the North Point
development, which is currently undeveloped.
Factors Consistent with the Comprehensive
Plan:
• Improvements are needed to replace the
Camelot Treatment Plant which is at
capacity and cannot be practically upgraded
• Replacement of the this sewer treatment
plant has been recommended in the
Comprehensive Plan
• The properties impacted are within the
designated Development Area, along US 29
where urban scale improvements and
redevelopment of the frontage of US 29 is
anticipated.
• The ARB has reviewed the proposal and
recommended approval, with conditions.
Use of Surrounding Properties: Most of the
surrounding properties are developed as (or
planned for) industrial, commercial and/or
residential uses, or are designated open space
within planned developments.
Factors inconsistent with the Comprehensive
Plan:
• Some of the improvements are located
along the frontage of the US 29, a
designated Entrance Corridor. Impacts
will not be significant or will be mitigated
through design and landscaping efforts.
RECOMMENDATION: Staff recommends that the Planning Commission find the North Fork Regional
Pump Station Project as proposed, consistent with the Comprehensive Plan.

Review for Compliance with the Comprehensive Plan (Va. Code ?5.2-
2232) — North Fork Renional Pump Station and Sewer Line
Applicant's Proposal:
The Albemarle County Service Authority is proposing to construct two pump stations and
install of a new sewer line (force main) to replace the Camelot Sewer Treatment Plant
(WW-FP), which is currently operating at, or near, capacity. The WWTP serves the Piney
Mountain Development Area and a portion of the Hollymead Development Area north of
Airport and Proffit Roads (the area that drains to the North Fork Rivanna River). The pump
stations and new sewer line will connect to existing sewer lines south of Proffit Road and
transport wastewater to the Moore's Creek Treatment Plant (Attachment A). The general
location for the proposed sewer is shown on Attachment A as the "Proposed General
Location."
One pump station (Camelot pump station) will be located adjacent to the existing
treatment plant site and will transport wastewater from development north of the North
Fork Rivanna River to the second new regional pump station located along the west side
of US 29. The regional pump station will be located north of Lewis and Clark Drive and
south of the North Fork Rivanna River (Attachment B). The regional pump station (North
Fork Regional Pump Station) will transport wastewater to the existing sewer lines south of
Proffit Road via the new sewer line. The new line will run along the west side of US 29 to
just south of Lewis and Clark Drive (in the vicinity of the Fabrics Unlimited site), then will
cross to the east side of US 29 and run near a stream in the interior of the North Pointe
development project southward to Proffit Road.
Purpose of Review:
A Compliance with the Comprehensive Plan Review (or "2232 Review's considers whether
the general location, character and extent of the proposed public facility are in substantial
accord with the adopted Comprehensive Plan. It is reviewed by the Planning Commission
and the Commission's findings are forwarded to the Board of Supervisors for the
information. No additional action is required of the Board.
Locations and Character of the Site /Area:
The regional pump station site on US 29 is a wooded site with rolling topography, sloping
upward from US 29. There is no development immediately adjacent to the site. There is
an existing sewer pump station located just south of this site which transports wastewater
from the University Research Park area to the Camelot WWTP. This pump station will be
eliminated with this new proposal.
The sewer line from the regional pump station on US 29 extends south along the west
side of US 29 to about the Fabrics Unlimited site. This area is wooded and includes the
landscaped frontage of the research park, and existing commercially developed properties.
There is also a power line easement along most of this frontage/area. The sewer line will
then cross US 29 and continue running south along a stream and /or areas to be
developed as part of the North Point development. The applicant has been working with
representative of North Pointe to coordinate the location of the sewer line. The sewer line
will be located internal to the North Point development and will not be located along the
frontage of US 29.
Staff Comment:
The following Comprehensive Plan general principles/objectives and strategies and
recommendations are applicable to this project:
• Land Use Plan, Utilities Section of the Comprehensive Plan
- General Principle: Serve Urban Areas, Communities and Villages with
public water and sewer. Prohibit private central water and /or sewer
facilities within County Development Areas. (Land Use Plan- Public Water
and Sewer, P. 114).
- Recommendation: ... Provide the necessary infrastructure improvement to
ensure adequate sewer service to this area [Piney Mountain/Hollymead
north of Airport and Proffit Roads]. (Land Use Plan - Utilities, P. 127).
Staff comment: This proposal ensures that adequate sewer service is provided to the
Hollymead and Piney Mountain Development Areas to serve existing and future
development. The upgrade /replacement of the Camelot WW-FP has also been a long
standing project identified in the ACSA Capital Improvement Program.
Natural Resources and Cultural Assets Section of the Comprehensive Plan:
Goal: Preserve the County's scenic resources as being essential to the
County's character, economic vitality and quality of life. (Scenic Resources,
P. 141)
Objective: Maintain the visual integrity of the of all of Albemarle's Roads
(Scenic Designations: Roads, P.143)
Strategy: Use design standards to maintain the integrity of all roads in the
Albemarle County. (Scenic Designations: Roads, P.143)
Staff comment: US 29 is designated as an Entrance Corridor and the regional pump
station was subject to review by the Architectural Review Board (ARB). The ARB has
reviewed the regional pump station location along US 29 and has approved the site
plan /landscape plan with conditions (related primarily to landscaping of the site). The
pump station located adjacent to the Camelot Treatment Plant is not visible from the
Entrance Corridor and is located in area consisting of an industrial site /building (Badger -
Powhatan) and mobile homes sales and display operation. The sewer line connection to
the regional pump station will be in areas that are developed (mobile homes sales site,
Badger - Powhatan site or that have been cleared (other utility easements and the like).
The section of the sewer line from the regional pump station running along the west side
of US 29 will not have a significant impact on the frontage of US 29. The area from the
North Fork Rivanna River to just past the University Research Park entrance is part of the
University Research Park Planned Development, is designated as open space and is
wooded. The wooded area provides a backdrop that mitigates the impact of the clearing
for the sewer line. The sewer line location will also not have a significant to the landscape
entrance to the University Research Park. The sewer line/easement will also not have a
long term impact on the area south of the University's landscaped entrance because it will
be located in areas that are developed and/or that will be subject to future urban
development or redevelopment. After crossing to the east side of US 29, the sewer
line/easement will be located primarily within the North Point development and will be
incorporated into the planning and design of that development.
Summary:
Staff has identified the following positive aspects of this proposal consistency with the
Comprehensive Plan:
• Improvements are needed to replace the Camelot WWTP which is at capacity and
cannot be practically upgraded.
• Replacement of the Camelot WWTP is recommended in the Comprehensive Plan.
• The properties impacted are within the designated Development Area, along US 29
where urban scale improvements and redevelopment of the frontage of US 29 is
anticipated.
• The ARB has reviewed the proposal regional pump station and approved the
proposal, with conditions addressing the landscaping of the site and building.
Staff has identified the following unfavorable aspects of this proposal as it relates to its
consistency with the Comprehensive Plan:
• Some of the improvements are located along the frontage of the US 29, a
designated Entrance Corridor. However, the impacts will not be significant or will
be mitigated through site design and landscaping efforts.
Staff opinion is that general location, character and extent of the proposed public facility
(two pump station and sewer line) is in substantial in accord with the adopted
Comprehensive Plan.
Recommendation:
Staff recommends that the Planning Commission find the North Fork Regional Pump
Station Project, including the location of two new pump station and the general location of
the sewer line as shown on the attached project location map and plan (Attachments A
and B), is consistent with the Comprehensive Plan, provided the conditions of the ARB are
met.
