Subject: SDP 09 -04 Elledge Property PWSF
As you consider Elizabeth's message and the Planning Commission's direction on this matter,
please keep in mind the range of options available. The County Attorney has advised the
Commission that the County does not have the legal grounds to deny this application. Given that,
the Planning Commission wants to know how to best mitigate the impacts of this project, if in
fact any mitigation is necessary at this precise location.
As a reminder, the "important habitat" area mapped by the Biodiversity Work Group was fairly
general, and its boundaries were not specifically surveyed. One of the Planning Commissioners
said at the hearing that he had gone out to the area with a naturalist from the Key West
subdivision, who stated that the vegetation of concern was located much farther down the slope.
Photos of the site seemed to show that it was more a "wooded backyard" in character, with
relatively little herbaceous vegetation. I would suggest that the Committee consult with
naturalists from that area or (if possible) visit the area and judge the specific value of the area to
be impacted.
We would appreciate your input on (1) whether or not mitigation (beyond already- required
erosion and sediment control measures) is necessary at this site, and (2) if so, what specific
measures would best protect the nearby /downhill plant habitat.
