Did you by chance also talk about the issue of how they are not planning on building to the maximum allowed in the SP concept plan? Originially, they proposed 2 meeting halls inside the building (one upstairs, one down) and therefore they needed 2 new parking lots. Because they are not finishing out the basement into the 2nd meeting hall, they are not providing the 2nd parking lot, and therefore, Claudette had concern as to whether the plan was in conformance with the concept plan and whether an amendment would be required. Per the emails below, she thought an amendment to the SP would not be required. Can you confirm this? I have spoken with Bill and he and I agree that they should be able to build less than the SP concept plan shows, as long as what is built is still in conformance with the SP. The applicant has offered to "phase" the plan and show the 2nd parking lot as a "future phase" if that helps at all. The original SP conditions were merely limiting the number of apartments so we would administratively impose the same limit since this was an extension of that SP. They do not have to go back through the SP process in order to keep the sleeping accommodations originally anticipated. Ron H. Would you like to sit down and go over it? When would be a good time? (I will add that I have spoken to the applicant and the "apartment" is not a make -or -break issue for them. They do not want to have to go back thru the public hearing process, but they really are interested in if there is any way to provide sleeping accomodations on -site for a visiting minister while still conforming to the existing zoning.) Generally speaking we are okay with this. We believe the applicant could treat this as a phase of the plan. It might not necessarily need an amendmnet. However, I am not sure how to deal with the apartment aspect. This was originally approved with the SP in 2004 and then taken out with the 2009 SP amendment. We are open to discussions on this. He confirmed that the church only wants 1 hall with 175 seats and to NOT build the second parking lot. The "apartment" is intended to be accomodations for out of town /visiting reverends, etc... Not and actual, full -time living unit. He asked about phasing as an option, but admitted that it is unlikely the downstairs hall or 2nd parking lot would ever really get built. What I would like to know from you (Planning) is what do they need to do to move forward with the plans they submitted to me? If they need to amend the SP, can you please provide me with a formal comment that I may put in the file, and also brief me on the SP amendment process? I do not have an extra copy of the plans, but I can lend you mine while you work up a response. Elizabeth M.
