PROPOSED: Special Use Permit for a dog day camp and overnight boarding for
dogs. Waivers have been requested from Section 5.1.11(a), (b), (c), and (d)

intensive uses, and soundproof confinement requirements

Specifics of the Proposal: The applicant has requested approval of a special use
permit to be allowed to operate a dog day camp facility, with overnight dog (hotel)
available inside her home when this service is needed by the pet owners. The
concept plan is included as Attachment A and the location map is included as
Attachment B. The applicant has advised that all of the dogs in her care have a
variety of special physical or emotional needs such as arthritis, allergies, diabetes,
and separation anxiety. Pet owners visit the property on their initial visit and only
occasionally afterward. The business web page can be accessed at
www.blairsbabies.com. The applicant has provided the following specifics of the
operation:
DU Camp
• Days of operation — Tuesday through Thursday; alternate days (Monday
and/or Friday) if inclement weather or other reasons prevents opening on the
regular days
• Hours of operation — 10:00 AM to 2:00 PM
• Dogs picked up by the applicant at the respective homes of the dog owners
and returned to their homes by the applicant at the end of the day
• No employees

• Number of dog guests — between 10 and 15 at a time
• Dogs are kept outside in fenced areas
• Closed five weeks per year — these weeks vary from year to year
Overnight (Hotel)
• Open seven days a week and 24 hours a day
• Dogs are kept inside the residence during the night, except for occasional,
supervised walks outside
• A maximum of 5 dog guests at a time
The applicant currently owns two dogs that have not been included in the number of
dog guests listed in the operation information listed above, as they are her personal
pets.
The entrance to the property is gated.
The applicant has also requested Waivers from Section 5. 1.11 (a) (b) (c) and (d) of
the zoning ordinance.
Letters in support of SP200900017 are included as Attachment C. No objections to
the application have been received.
Planning and Zoning History:
In 1999, the applicant applied for a Home Occupation Class A permit to be allowed
to have a dog training business on the property. A Class A permit requires that the
occupation be conducted inside the residence and not in the yard. It was determined
that there would be a change to the outside appearance of the residence as well as
visible and audible evidence of the conduct of the home occupation; therefore, the
permit was denied since it did not meet the definition for Home Occupation Class A.
The applicant was also advised that the use would require approval of a special use
permit for a Home Occupation Class B. (Attachment D)
In 2009, an anonymous complaint against the business was filed with the Zoning
Division, resulting in this special use permit application to relieve the zoning
violation.
Conformity with the Comprehensive Plan: Comprehensive Plan designates the
subject property as Rural Areas emphasizing the preservation and protection of
agricultural, forestal, open space, and natural, historic and scenic resources as land
use options. The dog care operation would not change the rural character, would
not require any additional structures, and would not cause any adverse
environmental impacts. Therefore, although the use would not further the goals of
the Plan, the goals would not be adversely affected.

STAFF COMMENT:
Staff addresses each provision of Section 31.6 of the Zoning Ordinance:
31.2.4.1: Special Use Permits provided for in this ordinance may be issued upon a
finding by the Board of Supervisors that such use will not be of substantial
detriment to adjacent property,

see the property and infrequent visits from pet owners thereafter. There are no signs
advertising the business and, with the exception of seeing several dogs at the pond
area, there is no visible evidence of the dog care business from adjacent properties.

Section 18, Chapter 10 of the Zoning Ordinance outlines the purpose of Rural Areas

hereafter be established by amendment of the zoning map for the following
purposes:
- Preservation of agricultural and forestal lands and activities;
-Water supply protection;
- Limited service delivery to the rural areas; and
- Conservation of natural, scenic, and historic resources. (Amended 11- 8 -89)"
The dog care business would not cause any negative impacts on preservation, water
supply, and conservation of the Rural Areas, and it would not create a demand for
service delivery to the RA.

5.1.11 (a), (b), (c) and (d) (discussed below), the proposed operation of the dog care
is dependent on the approval of the waivers. Therefore, a condition of approval of
the special use permit has been offered that would require that the special use permit
be subject to the approval of the waivers.

and with the public health, safety and general welfare.
The applicant transports the dogs to and from the property; therefore, visits to the
site by pet owners is limited. The Virginia Department of Transportation and the
Virginia Department of Health did not have any comments on this proposal.
SUMMARY:
Staff has identified the following factors favorable to this application:
1. The nearest residence is over 1,500 feet away from the subject site and the
subject property is surrounded by wooded areas.
2. The applicant transports the dogs; therefore additional traffic is not anticipated.
Staff has identified the following factor unfavorable to this application.
2. The dog care facility does not meet the requirements of Section 5.1.11 (a) and
(b), without approval of waivers.
RECOMMENDED ACTION:
Based on the findings contained in this staff report, staff recommends approval of
SP200900017 Hugs & Kisses Camp and Hotel for Dogs subject to the following
conditions:
Development of the use shall be in accord with the conceptual plan titled
"SP200900017 Hugs & Kisses Dog Care" prepared by the applicant and
submitted on September 21, 2009 (hereafter "Conceptual Plan "), as
determined by the Director of Planning and Zoning Administrator. To be in
accord with the Conceptual Plan, the development shall reflect the following
major elements within the development essential to the design of the
development:
• Areas noted "where dogs allowed" within fenced areas
• Gate at entrance
• Pond
• Two structures: residence and barn
as shown on the Conceptual Plan. Minor modifications to the Plan which do
not conflict with the elements above may be made to ensure compliance with
the Zoning Ordinance.
2. The maximum number of dogs attending the Hugs & Kisses daytime camp
shall be 20 dogs at any one time (does not include personal pets owned by
the applicant).
3. The maximum number of dogs attending the hotel (overnight) shall be 5 dogs
(not including personal pets owned by the applicant) at any one time.
4. Dogs boarding overnight shall be kept inside between the hours of 10:00 PM
and 6:00 AM, except for occasional supervised trips outside.
5. The hours of operation for the Dog Camp (day care) shall not begin earlier
than 9 A.M. and shall end not later than 5 P.M., each day, Monday through
Friday.
6. An on -site sign for the dog care business shall not be permitted.

7. Transport of the dogs to and from the site shall be by the applicant, except in
emergency situations.
8. All outdoor lighting shall be only full cut -off fixtures and shielded to reflect
light away from all abutting properties. A lighting plan limiting light levels
at all property lines to no greater than 0.3 foot candles shall be submitted to
the Zoning Administrator or their designee for approval
9. Approval of Waivers from Sections 5. 1.11 (a) and (b) shall be required.
Waiver Requests
The applicant has requested waivers from the following zoning ordinance
requirements.
[Section 5.1.11 COMMERCIAL KENNEL, VETERINARYSERVICE, OFFICE OR
HOSPITAL, ANIMAL HOSPITAL, ANIMAL SHELTER (Amended 6- 14 -00)
Each commercial kennel, veterinary and animal hospital shall be subject to the following.]
Waiver from Section 5.1.11(a) Except where animals are confined in soundproofed, air -
conditioned buildings, no structure or area occupied by animals shall be closer than five hundred
(500) feet to any agricultural or residential lot line. For non - soundproofed animal confinements, an
external solid fence not less than six (6) feet in height shall be located within fifty (50) feet of the
animal confinement and shall be composed of concrete block, brick, or other material approved by
the zoning administrator;
Applicant's Justification: This requirement is not needed for the following reasons:
The owners of the adjacent property (tax map 49 -06) will state as follows:
• They have no complaint or objection to `Hugs and Kisses' business operations and /
or any aspects of the same.
• Their property surrounds the subject property. Their land is undeveloped,
mountainous and in land use.
Owners of property (TMP 49 -06B) property on which Hugs & Kisses operates will state:
• They object to solid fencing, as it would destroy the natural beauty and rural nature of
the surrounding area.
• During many unscheduled visits, they have never witnessed barking dogs; d =had any
neighbors complain about barking dogs; observed dogs out of control and/or
unsupervised.
Staff Analysis: The owners of the subject property are also the owners of the parcel that
borders the subject parcel on the west, east, and north, sides (TMP 49 -06). The Nature
Conservancy owns the three adjacent parcels on the south, across Turkey Sag Road. These
parcels are part of the Walnut Mountain preserve and are under conservation easement held
by the Nature Conservancy. None of the adjacent parcels contain residences. The concept
plan (Attachment A) provides approximate distances for the house to the property line and
staff has measured approximate distances from the fence to the property lines.
Adjacent parcel (west, east, and north TMP 49 -06) — approximately 95' from residence to the
closest property line and approximately 15' from the fence to the closest property line.
Adjacent parcels on the south (TMP 49 -8M, 21.6 acres; TMP 49 -8N, 16.9 acres; TMP 49 -8P,
25.8 acres) TMP 49 -8P is approximately 40' from the pond and approximately 25' from the

fence surrounding the pond and approximately 230' from the residence. The center parcel
(TMP 49 -8N) on the southern border is approximately 200' from the residence and
approximately 100' from the closest fence. The westernmost parcel (TMP 49 -8M) is
approximately 100' from the closest fence and 280' from the residence.
Outside areas where the dogs are allowed do not meet the 500' minimum setback distance to
agricultural or residential lot lines and the existing fencing materials used to confine the dogs
consists of 6' high wire mesh fencing.
The nearest residence is over 1,500 feet from the subject property and the surrounding area
consists of mostly undeveloped parcels and forested areas and scattered residential. All of
the parcels along the south side of Turkey Sag Road spanning at least 1,500' feet on either
side of the subject parcel are under conservation easement held and owned by the Nature
Conservancy. The Nature Conservancy has advised that there are no plans to develop the
properties and that they have no objection to the dog care facility.
Staff Recommendation: Staff recommends approval of a waiver from the requirements of
Section 5.1.11(a), as the particular circumstances of this parcel prevent conformance with the
standards; the characteristics of the location would isolate the dog care facility from
surrounding properties and any existing residences; and solid fencing would not be necessary
for sound attenuation and would not be in character with the Rural Areas.
2. Waiver from Section 5.1.11(b) For soundproofed confinements, no such structure shall
be located closer than two hundred (200) feet to any agricultural or residential lot line. For
soundproofed confinements, noise measured at the nearest agricultural or residential
property line shall not exceed fifty -five (55) decibels;
ApiJlicant's Justification:
• Owners of the subject property will state they have not received any complaints from
neighbors regarding barking or any other aspect relating to Hugs & Kisses.
• Neighbors have confirmed and will provide statements they have had no cause to
complain due to barking dogs or any other disturbances to their peace and quiet
• Zoning Ordinance Section 4.18 Noise the sounds from "animals, including, but not
limited to barking dogs" are not subject to this section
• The structure for boarding is the home of the applicant and thus cannot be
soundproofed.
• This section of the ordinance pertains solely to soundproof confinements.
Staff Analysis: As stated in the Section 5.1.11(a) staff analysis, the confinement areas for the
dogs are inside wire fenced areas and inside the existing residential structure. These areas
are not soundproofed and would not meet the 200' setback requirement; the applicant is
renting the residence and has indicated that soundproofing would not be possible; it is
anticipated that when the dogs bark that they would exceed the maximum fifty -five (55)
decibels at the property lines. The owners of the subject property and the most adjacent
parcel signed the application for the dog care business.

Staff Recommendation: Staff recommends approval of a waiver from the requirements of
Section 5.1.11(b), as the particular characteristics of the location of the property would
sufficiently isolate the dog care facility from adjacent properties.
3. Waiver from Section 5.1.11 (c) In all cases, animals shall be confined in an enclosed
building from 10: 00 p. m. to 6:00 a. m
Applicant's Justification:
• Elderly and small dogs may need to relieve themselves during the night.
• Any dog requiring this is accompanied outside and when finished they are returned to
the house.
• Dogs do not sleep outside during nighttime hours under any circumstances.
Staff Analysis: As the requirement in Section 5.1.11(c) for animal confinement will be met
based on their proposal, staff has determined that this waiver would not be necessary. No
Planning Commission action is required.
4. Waiver from Section 5.1.11 (d) In areas where such uses may be in proximity to other
uses involving intensive activity such as shopping centers or other urban density locations,
special attention is required to protect the public health and welfare. To these ends, the
commission and board may require amount other things: Separate building entrance and
exit to avoid animal conflicts. Area for outside exercise to be exclusive from access by the
public by fencing or other means.
Applicant's Justification:
This requirement is not needed based on the following factors:
• Hugs & Kisses business (TMP 49 -6B) is located in a rural area.
No intense type of activity (businesses, shopping centers or urban locations) is
located in the surrounding area.
Staff Analysis: Section 5.1.11(d) addresses kennels that are in proximity to more
intensive uses; therefore the isolation of the dogs at the day care and boarding
facility is not applicable under these circumstances. Staff has determined that this
waiver is not applicable. No Planning Commission action is required.

Ms. McDowell,
I am a nearby and longtime neighbor to Blair Morgan, owner of Hugs & Kisses Day Camp and Hotel for
Dogs with Special Needs. I understand one of the issues under discussion related to her request for a
special use permit has to do with the possible impact of noise from her property on the local
neighborhood. I want you to know that dogs boarding or at camp at her home have NEVER been a noise
issue to my family. In fact, her day camp and hotel are so low -key that few people probably know they
are there! I learned about Blair's passion for helping dogs with special needs only because she and I
speak frequently -- usually when I am running on Turkey Sag Road and she passes by in her vehicle.
I understand Blair's request will be discussed at an upcoming hearing. I would like to speak on her behalf
at the hearing, so it would helpful to know when it is scheduled. During that hearing, I plan to recommend
that Albemarle County grant her the special use permit she seeks.
Please let me know if you have any questions, and I look forward to hearing from you. Thank you for this

I am writing regarding Hugs and Kisses Day Camp and Hotel for Dogs. I am a longstanding client of
Blair's. My dog Harold has been with her for 10 years and Mick for 3. Both are rescue dogs who came to
us with behavioral issues. With Blair's help they are both well adjusted family dogs who look forward to
camp -time and boarding time. We feel so fortunate to have such a remarkable place for them when we
go out of town - absolutely no worrying about them on vacation. And we all (2 - legged and 4- legged) relish
there weekly camp days.
Blair runs a tight -ship with lots of love as evidenced by the happy dogs we own.

Dear Ms. McDowell,
I would like to take a moment to share with you the significant role Blair Morgan's "Hugs & Kisses Day Camp and
Hotel" has played in our lives as a direct result of the special care and attention our two dogs receive as regular
attendees to this day camp.
We have been utilizing Ms. Morgan's unique service and expertise through weekly camp sessions for over two years
now. We began sending our dogs to Ms. Morgan when it became clear that our dogs were not getting their needs
met at a local doggie daycare. Our two dogs had very different needs, but both needed individualized attention
within a group setting, and the previous daycare was not able to provide such a service. As long time, responsible
dog owners, we realize the importance of socializing our pets. Our youngest dog needed special care to help her
overcome anxiety in the group setting. Over the period of time in which she has been attending camp with Ms.
Morgan, our youngest dog has become very comfortable with other dogs and has learned appropriate behavior
within the group through direct teaching and is now able to interact with dogs bigger and smaller than she in any
setting.
Our older dog required more personalized attention as well. As he is getting on in years he needs a caregiver who
recognizes his need for down -time within the camp day to rest. At the previous daycare, he would often overexert
himself physically and need several days to recover. Ms. Morgan pays special attention to our older dog and ensures
that he getting sufficient rest mixed in with running, playing, swimming, and socializing with the other dogs.
The individualized service and attention our dogs receive through Ms. Morgan's day camp is second -to -none. We
are incredibly grateful to have found a service provider so attuned to our pets' specific needs.

To the Ms. Joan McDowell, the Board of Supervisors, or whomever it may concern:
I am writing about my experience with Blair Morgan and Hugs and Kisses Day
Camp and Hotel.
My husband and I are the owners of an 8 year old yellow lab with some difficult
needs. Our dog, Soleil, is a very sweet, loveable dog, however, she is also a very
submissive, sensitive dog who does not fare well in normal "dog" situations. A
confounding issue is the fact that both my husband and I are physicians at UVA hospital,
and often work very long hours, which leads our dog to spend much of her day home
alone. When she was younger, we did manage to take her to the "in town" doggie
daycare, All Things Pawssible — in fact, Soleil was one of Shawn and Karen's first
clients! Soleil loved it for the first two years, hanging out during the day with Shawn or
Karen and a few other dogs, but as the establishment grew and expanded, Soleil began to
have difficulties. There became too many dogs, and not enough human interaction for
Soleil, and more frequently the staff would call us up during the day and ask us to come
pick her up because she wasn't playing with the other dogs, but just sitting at the door
and whining to be with the human staff. Being moved from the "big dog" room to the
"little dog" room seemed to help a bit, but still the other dogs (1/3 her size!) would often
try to mount her or bother her (she was spayed as a puppy); and according to multiple
staff, Soleil "didn't seem to be having fun" at ATP (their words, not ours), so we stopped
going altogether.
We have always relied on Cynthia and Rover's Recess to walk Soleil during the
day, so she does not go 12+ hours without a break, but Soleil was still gaining weight and
having hip issues, and lacking much human or dog interaction during the week. When
we heard about Blair Morgan's Day Camp and Hotel, we were very interested in trying it
out. Blair and her day camp have been wonderful for Soleil — the dog gets exercise and
hours of carefully supervised dog interaction and human attention once a week, and since
going, John and I have noticed an increase in her energy and social tendencies, and a
decrease in her anxiety. She has also lost weight (about 5 pounds) and her hips and joints
don't seem to bother her as much. Most importantly, I have NEVER found scratches or
nips on her face or underbelly, like I would sometimes find when she came back from a
day at All Things Pawssible (not that I blame ATP — I think my dog is just so submissive
that if the situation is not closely watched, other dogs will quickly "gang up" on Soleil.)
The fact that Ms. Morgan limits the number of dogs at her day camp allows her to keep
things under control and maximizes the human- dog interaction which Soleil seems to
LOVE.
Travel is another issue which Blair Morgan's Hotel has helped us solve. Not
surprisingly, Soleil does NOT do well at traditional dog kennels (and we have tried
MANY in town.) Many after picking her up from a traditional kennel (even after only a
few days!), we would find Soleil limping, or with a big raw spot on the end of her nose
and in the webbing between her paws. When we would enquire into WHY our dog was
like this, most often the staff would have no clue. However, some kennels did mention
the HOURS our dog would bark and whine and JUMP UP against the wire fencing walls,
straining her (already touchy) hips and joints and rubbing her poor nose and paws raw.
Soleil would stop limping after a few days of anti - inflammatory medication from the vet,
and her nose would heal, but we DREADED leaving her at a kennel when we left town.
But when we leave her with Blair, we know that she's not boarding, but living alongside
a woman she knows and trusts — and we have NEVER picked her up after out of town
trips and gotten back an anxious, high - strung, limping, raw dog! What a change! Other
options we looked into weren't going to meet Soleil's needs — a "critter sitter" who stops
by three times a day is not only incredibly expensive, but also leaves the dog alone for
hours and overnight, thus exacerbating her separation anxiety. There is nothing else out
there that offers this service, and we find it invaluable for our peace of mind and our
dog's health while we have to be out of town.
I strongly support Ms. Morgan and the Hugs and Kisses Day Camp and Hotel; she
provides a service to dogs and their owners that is NOT available anywhere nearby (and I
have looked.!) It would be a great loss if this option was not available to local families
and their dogs who don't always fit the "norm" of dog behavior, or need some special
attention which isn't provided at other establishments.

worker. Our dog is, by all visible appearances, an adorable, sweet, calm, well mannered dog, but
what you do not see is his overwhelming fear of shadows, dots on the pavement, reflections, new
foods, thunder, babies.... really, the list goes on and on for this poor sweet pooch. When he first
began going to day camp we were worried about how he would react to the new dogs, the pond,
the trees, bugs etc..that are out in the real world. His first days were slow, he was able to put his
front paws into the water, but the fear of the unknown kept him from venturing any further.
With Lei's encouragment and help, Laika has gone from the coward of the group to the ... well, he
IS jumping into the pond and running with the other animals and that is a huge leap. He is
learning how to be a dog. When Lei comes to pick him up, he nearly knocks everything over as
he is running towards the door. She simply needs to say "in your crate" and he happily hops in
for his jaunt to day camp. She takes incredible care of him and as a dog owner (first time) we
love that he has a day a week to not fret about what is in the fireplace or what reflection is
dancing across the floor. Lei offers a valuable service to her clients. She takes great care of our
furry kids.

For the last 8+ years, I have many times used the boarding service & facilities offered by Ms. Blair
Morgan for the temporary board & care of my dog when I have been away, traveling.
My dog is a 15 year old miniature dachshund. In his older years, special needs that he now has:
a. He is nearly deaf
b. His back can have problems with pain, if activity not monitored
Ms. Morgen takes extra care to make various accommodations for Rusty, so we know that he is well
cared for, well supervised. Through the years, I've seen her be this way with various needs
of other clients' dogs. I see her be quite conscientious with her serious efforts put into the happy, healthy
well -being of the dogs she's caring for.
I hope this has been helpful to consider with the application for Special Use Permit that I understand is
pending for the Hugs & Kisses Day Camp and Hotel for Dogs.
I feel quite fortunate to be able to avoid kenneling my dog when I travel -- -when, instead, I can board him

and the Hugs and Kisses business in caring for my 11 1/2 year old Labrador Retriever, Kobe Ferguson.
Kobe has been a twice weekly participant in Hugs and Kisses day camp for the past two years. In
addition, due to my husband's, and my own demanding work travel schedule, Kobe often boards with
Hugs and Kisses.
I get tremendous peace of mind knowing that Kobe is being cared for by Blair Morgan. Unlike previous
kenneling experiences, Kobe returns home with a smile on his face, literally. Kobe is an older dog that
suffers from a multitude of allergies and age related ailments. Kobe has improved his physical mobility
from swimming, and social skills through interaction with the other dogs since attending day camp. Blair is
very sensitive to his individual needs and ensures that he receives the individual care he requires.
I would like to share a specific example of the special care and service we receive from Blair
Morgan /Hugs and Kisses. Last fall, my husband and I had travel obligations requiring us both to be out of
the country for two weeks time. The night before departure, Kobe became deathly ill, and spent the night
at the Albemarle Emergency Animal Hospital. The morning of departure I had to transfer Kobe to our vet
in Scottsville. He was out of the woods, but was required to be on a IV for 24 hours. I relied on Blair
Morgan to care for him in my absence. She picked him up from the vet and ensured that the required
follow -up care and medicine was given. If I had not had Blair Morgan /Hugs and Kisses as a
valued service provider, I would have been lost, and unable to fulfill my commitments. I would not leave
my cherished Kobe with just anyone, I had full confidence on Blair's ability to care for his special needs.
My husband and I are extremely supportive of approving the Special Use Permit for the Hugs and Kisses

I honestly do not know what we would do without Blair's unique type of dog- boarding.
Our dog Sandy, an 8- year -old Labrador Retriever, has arthritis and a bad leg (on which
she had to have ACL surgery six years ago). She is supposed to have certain kinds of
exercise, but not to overdo it. Unfortunately, Sandy herself does not pay much attention
to doctors' orders. As a result, she needs supervision. At Blair's, that is exactly what
she gets. Unlike traditional kennels, Blair provides individualized care and close, 24-
hour supervision tailored to Sandy's medical needs. What is more, Blair is genuinely
expert both at managing dog behavior and at caring for special needs. On a couple of
occasions when Sandy was recovering from surgeries, Blair was able to tailor periods of
play and quiet time to accommodate her gradual recovery. In addition, the large
pond at Blair's property allows Sandy to enjoy supervised swims - -a low- impact form
of exercise that veterinarians recommend for dogs with arthritis. If Blair were less
attentive, this form of exercise would cause problems of its own for Sandy; Sandy is
prone to "swimmer's ear," and her ears need to be dried thoroughly after each swim to
ward off infections. But Blair is always on top of such details.
Despite her medical issues, Sandy is a rambunctious and very sociable dog. At Blair's,
she can play freely with other dogs, sleep in the comfort of her familiar bed, and
generally enjoy life. Because Blair insists on boarding only a few dogs at a time,
moreover, we can be confident that Sandy is under the watchful eye of a caring and
truly expert dog - lover.
Even if Sandy did not have special needs, my husband and I could not imagine leaving
her in the kennels that we know of, with their cages, tiny concrete runs, and staff who
are at the facility only during the daytime. Given her leg problems and need for
supervision, though, leaving her anywhere other than Blair's is out of the question. So
far as we know, no one else in central Virginia provides the services that Blair does.
Please help her remain in business.

We adopted our two dogs (Jack and Olivia) from the Charlottesville-Albemarle SPCA in 2006 and 2007. Jack has

ns abandoned animals. 'Hugs and Kisses'has been instrumental in helping us keep these dogs from being returned to

I am writing with a strong endorsement of Blair L Morgan and her Hugs and Kisses Day Camp & Hotel
business.
I have been a client of Blair's for two and a half years; we enrolled our Vizsla, Rube, in her day camp
program in May 2007. Rube is a sweet- tempered dog who struggles with anxiety issues, including space
guarding. We wanted to give him a safe, healthy environment in which to interact with other dogs, in the
hopes that such an outlet would help him. We found that safe and healthy environment in Hugs and
Kisses.
It was clear from the outset that Blair was knowledgeable about dogs. It was also clear that she would
offer both the freedom and structure we felt Rube needed. Rube took to her instantly and was very
excited whenever he saw Blair's van pull up in our driveway. We immediately saw beneficial changes in
his behavior. He was more comfortable playing with other dogs and less timid around people.
In April 2008, a young beagle mix named Holly joined our household. Her original family was relocating
and could not take all their dogs with them to their new, much - smaller apartment. Holly had to adjust to
brand -new parents, a new home and a new friend in Rube. We immediately enrolled her in camp, which
she attended with Rube each week. I have no doubt that her camp sessions contributed to her successful
integration into our household. Over the intervening months, Holly came out of her shell. She learned how
to be part of a pack, rather than showing aggression toward other dogs. She became more playful as
well, eager to swim and run, but also eager to take direction from me and my husband.
In August 2008, my husband and I welcomed our first child. The dogs' regular visit to Blair's camp helped
them as they navigated the adjustment in our home life, and gave us a much - needed respite from dog
walking on the days that they went to camp.
Recently, Blair noticed that Rube seemed a bit clingy when he was spending time at camp. She
suggested that he come every week without Holly for a little while, so she could observe him a bit closer
and help us determine better solutions, if any, for his anxiety. It is that kind of observation and devotion to
her clients that set Blair apart from other similar services.
Over the years, I have recommended Blair literally dozens of times. I honestly do not know how Rube and
Holly's lives would be without her care and expertise. I am grateful that Hugs and Kisses exists for dogs
like Rube and Holly and their owners. Blair offers something I have never found before and doubt could
be replicated.

We have a 9 year old Golden Retriever (Molly) who has greatly benefitted from the fantastic care
received at Blair[ is day camp. Molly was a rescue dog from an abusive situation in San Juan,
PR where she was chained outside 24 hours /day and expected to be a guard dog. When we
rescued Molly, she was 2 years old, 30 Ibs underweight, covered with ticks, and not socialized at
all. She was not housebroken, and was extremely aggressive to other dogs and some people.
Because of being chained outside in a tropical climate, she developed a tremendous fear of
thunderstorms which has stayed with her to this date.
Molly is now a wonderful family dog, loved by all who meet her, and friends with dogs! This has
been possible through the loving care she receives going to Fcampl ` two days a week. Besides
socializing with other dogs her size, she also gets to run around in the woods and swim in a pond,
both which tremendously help with her lower spine arthritis that would leave her crippled if not for
her ability to swim twice a week. She is still afraid of storms, but not so much as when we first
got her. Blair has helped her get over many of her anxieties about the thunder and lightning.
When we travel out of town, it is reassuring to know that Molly is getting the best []hotel[] care
possible. The only other alternative would be to board her at a kennel, where she would be
locked in a small cage 23 hours a day. With her arthritis, that would cripple her for the rest of her
life.
Molly loves Hugs and Kisses Camp and Hotel for Dogs. It is a major part of her life, and has
helped to make her a wonderful dog. Molly would be extremely upset if she could not go visit
Blair !!!

this camp and board receive. My little Bichon Lilly is a great example. I adopted Lilly in March 2001
when she was about 3 1/2 years old. She had been abused in her former home, had no training and had
severe separation anxiety. She was used to getting her own way! Blair patiently worked with Lilly -
setting limits and providing reinforcement for appropriate behaviors (no jumping, sitting when asked,
come, etc). As time went on, Lilly's confidence grew and her display of separation anxiety eased.
Right now, Lilly is older and her cervical disc problem is causing her some pain. Blair has taken this into
account - she is careful to bring Lilly inside to rest throughout the day. By keeping careful watch over
Lilly, Blair has allowed Lilly the benefit of doggie interactions and fun while protecting her health.

My dog, Dolce, has been a weekly McamperM at Hugs & Kisses for the last year. As a puppy, last
December, she was diagnosed with a severe (Stage III /IV) form of elbow dysplasia (fragmented medial
coronoid process) and arthritis in both elbows. She had bilateral arthroscopic surgery at Veterinary
Referral and Critical Care (VRCC) in Richmond last December to remove bone fragments from both
elbows. The surgery was helpful in slowing further arthritic changes, but Dolce will struggle with
weakness in both elbows and arthritis her whole life.
After 10 weeks of recovery at home, Dolce returned to Hugs & Kisses as a weekly camper. Last
summer, she boarded with Blair for two weeks. Dolce becomes tremendously excited to see BlairMs van
come to pick her up every Wednesday morning. She returns happy and exhausted. The exercise and
weekly socializing with other dogs in a safe environment is critical to her wellbeing. She returned happy
and healthy from boarding last summer. Blair was able to provide a unique daily schedule for Dolce
tailored to her physical limitations.
I have visited every other kennel in town, including many quite close to my home. I can say,
unequivocally, that I would not board Dolce anywhere else. Without Hugs & Kisses, we would have to
severely curtail our travel as a family. In fact, we plan several week -long trips in the coming year (over
Spring break and the summer), and have booked Dolce to board with Blair for those periods. I have the
utmost confidence in Blairis knowledge of dog behavior and health and the correct approach toward
Dolcelfls special limitations. I strongly encourage you to approve the application for this unique and
critically important service.

Blair Morgan had asked me to write to you about my experience with Hug and Kisses Day Camp and
Hotel for Dogs. I have three dogs, one of whom is old and has health problems. Having boarded my
dogs in the usual kennel type facilities, I searched for an alternative after one of my dogs became ill from
a bad boarding experience. Having found Blair Morgan, I would not entrust my animals to anyone else.
For people like me, she provides a much needed service to the community. When I leave my animals
with her, I know that they are well cared for and protected. That is especially true of my two older dogs,
both of whom require the attention of a person who understands their special needs. For example, I have
one older dog with severe arthritis in her back legs. I would not feel comfortable leaving her with anyone
besides Blair when the dog must be boarded.
When I board my dogs or leave them with Blair for the day because my schedule does not permit me to
come home to attend to my animals, I want them to be cared for the same way I would, not locked up in a
cage. I want to know that the person caring for my animals will not abuse or neglect them. I want the
person to be one hundred percent reliable. I want the person to have an understanding of animal
behavior and animals' medical needs in case one of my animals is sick or injuried. Blair provides all such
services wonderfully. I am not someone who believes animals should be treated like people or pampered
to the extreme. However, I do believe we have an obligation to take good care of our pets and do right by
them. Thus, I hope Blair can continue to operate Hugs and Kisses, because it is an establishment that
has contributed a lot to my life and the life of my family.
